I have the great pleasure to announce that Bill C-12, an Act to Promote
Physical Activity and Sport, has received Royal Assent.
The new Act, which replaces the 1961 Fitness and Amateur Sport Act, is the result of extensive consultations with stakeholders from the Canadian sport community. It modernizes how the Government of Canada supports this community and will contribute to Canada's efforts to become a leading sport nation
The Act seeks to increase participation in sport at all levels, ensuring a seamless progression from playground to podium. It also supports drug-free sport so all athletes can participate on a level playing field.
One of its key provisions is the creation of the Sport Dispute Resolution Centre, which provides for a fair, efficient, transparent and affordable mechanism to resolve disputes between athletes, coaches, and their National Sport Organizations, without resorting to judicial procedures.
Sport Canada will be consulting with the sport community on the selection guidelines for the Board of Directors of the Sport Dispute Resolution Centre of Canada. Sport Canada will also work closely with partners to facilitate the transition from the interim ADR-sport-RED program to the permanent Sport Dispute Resolution Centre of Canada. The Centre is expected to be fully operational by the summer of 2004.
This legislation opens up a new era for sport in Canada, one that should see a very positive evolution of the Canadian sport culture.

Je suis très heureux d'annoncer que le projet de loi C-12, Loi favorisant
l'activité physique et le sport, a reçu la sanction royale.
La nouvelle loi, qui remplace la Loi sur la condition physique et le sport amateur de 1961, est le fruit de vastes consultations auprès des intervenants de la collectivité sportive canadienne. Elle a pour effet de moderniser la façon dont le gouvernement soutient cette collectivité et contribue aux efforts visant à faire du Canada une grande nation sportive.
La loi vise à accroître la participation au sport à tous les niveaux, en assurant une progression naturelle du terrain de jeu au podium. Elle soutient aussi la lutte antidopage afin d'assurer que tous les athlètes partent sur un pied d'égalité à la ligne de départ.
L'une de ses principales dispositions consiste en la création du Centre de règlement des différends sportifs du Canada, qui offrira aux athlètes, aux
entraîneurs et aux organismes nationaux de sport un mécanisme de règlement
des conflits équitable, efficace, transparent et abordable, les dispensant ainsi de recourir aux tribunaux.
Sport Canada consultera la collectivité sportive pour la rédaction des lignes directrices sur la sélection du conseil d'administration du Centre de règlement des différends sportifs du Canada. Il travaillera également en étroite collaboration avec ses partenaires pour faciliter la transition entre le programme ADR-sport-RED et le Centre de règlement des différends sportifs du Canada. On prévoit que le Centre sera pleinement opérationnel d'ici l'été 2004.
Cette loi marque, pour le sport canadien, le début d'une nouvelle ère où la culture sportive devrait connaître une évolution très féconde au Canada.

WOMEN WARRIORS A panel discussion with leaders in Canadian Sport
Friday May 16, 2003 7:00 PM - 8:00 PM
Acadia University, Wolfville, Nova Scotia
Session: Women Warriors – Leaders and Role Models
Panelists will be asked to speak on the positive experiences they have had through their journeys as leaders and role models in our sport communities. This breakout session will include discussions surrounding their inspiration to continue to stay involved and excel as one of Canada’s top coaches, officials, athletes, and sport administrators. Panelists will also offer words of wisdom on how to navigate through the challenges and the balancing act of being a female volunteer in our sport communities.
Panelists:
Dr. Wendy Bedingfield has served as Director of the School of Recreation Management & Kinesiology at Acadia University, as well as the Dean of the Faculty of Professional Studies at Acadia. She is the past President of CIS (Canadian Interuniversity Sport) and currently volunteers her time as the
Council Chair for the NCCP (National Coaching Certification Program).
Dianne Norman is a fifteen-year veteran of the Canadian National Basketball Team. She has competed provincially (Canada Games ’87 &’89) and nationally for Team Canada (Olympics ’96 &’00). Dianne played professional basketball in both Switzerland and Spain before returning to Canada to complete her third
University degree, a Master’s of Arts (Philosophy).
Sandra Wood, Executive Director of Basketball Nova Scotia is one of the only female referee’s officiating basketball in the AUS (Atlantic University Sport). Sandra has been an official at the National level for 14 years and ranks her opportunity to referee in the gold medal game of the National Championship final as one of her officiating career highlights.
Dr. Peggy Gallant, a human kinetics professor at St. Francis Xavier University was recently named Chair of the Board for the Coaching Association of Canada, the first women ever to be named to this position. She has proven herself as a leader in the promotion of female coaches in the CIS (Canadian Inter-university
Sport) and was recently recognized for her efforts as she was awarded the 2002 Breakthrough Award from CAAWS.
Facilitator:
Rose Mercier, an experienced facilitator who has worked for the Coaching Association of Canada facilitating their Women and Coaching Apprenticeship Program. Rose is also a founding mother of CAAWS (Canadian Association for the Advancement of Women in Sport), an author, and the 1998 Herstorical Award winner.

5. Travel Advisory (uniquement en anglais)
With the USA initiating hostilities in Iraq, we are receiving announcements from various major carriers activating their policies which allow a single change per ticket, within certain dates and guidelines. Specific terms vary among the carriers; two examples follow.
§ In general, these policies exclude domestic tickets and require payment of any difference between the ticketed class of service and the class of service determined under the new travel parameters.
Air Canada
AC will allow passengers travelling on discount tickets to change their travel plans or come home earlier than planned. This means customers who have not started travel, but are holding tickets for discount travel to or from the United States or other International destinations during the next 30 days can alter plans without penalty as long as they complete travel by Dec. 31, 2003; some restrictions may apply. The policy affects travel on Air Canada, Air Canada Jazz, Tango and Air Canada codeshare flights operated by Zip and Star Alliance partners. It also applies to those travelling on Aeroplan rewards. The carrier also said it will allow customers who have already started travel to the United States or international destinations and now want to return home earlier than planned can rebook without penalty for changes, but may required a fee is requesting a new class of service; some restrictions apply.
British Airways
Due to the current situation in the Middle East, British Airways has made the following changes:
A "travel when you're ready" policy is in place to allow customers flexibility with their travel plans.
Flight schedule changes affecting a number of services to the Middle East.
Please contact your designated travel consultant for your reservations, ticketing and any ticket change needs.
