On March 25, 2003 the Board of Directors of the Canadian Centre for Ethics in Sport (CCES) formally accepted the World Anti-Doping Code. Now begins a year-long plan for implementing the World Code in Canada. This announcement describes that plan and seeks the participation of members of the Canadian sport community and governments to achieve it.

The World Code will result in the development of better anti-doping programs for the athletes against whom Canadians compete internationally. The World Code will also require an overhaul of the existing Canadian anti-doping program. For example:

The basic sanction for a first doping offence will change from four years to two years.

Athletes must receive an impartial hearing before a doping violation can be determined.

That hearing will also consider whether there are exceptional circumstances and determine whether a reduced sanction is warranted.

Exceptional circumstances will be defined differently (and it would appear more narrowly) than in the current Canadian Doping Control Regulations.

International-level Canadian athletes, as defined by their international federations (IFs), will be treated differently in some respects to all other Canadian athletes subject to anti-doping rules (for example, they will apply to their IFs and not to the CCES for therapeutic use exemptions and will be required to appeal decisions on doping violations and sanctions to the international Court of Arbitration for Sport).

Le 25 mars 2003, le Conseil d’administration du Centre canadien pour l’éthique dans le sport (CCES) a officiellement approuvé le Code mondial antidopage. Cette décision marque le début d’une année de planification en vue d’assurer la mise en oeuvre du Code mondial au Canada. Le présent communiqué énonce les grandes lignes de ce plan et invite les membres de la collectivité sportive canadienne et les gouvernements à participer à sa réalisation.

Le Code mondial contribuera à l’établissement de meilleurs programmes antidopage afin d’encadrer les athlètes contre qui les Canadiens doivent se mesurer à l’échelle internationale. Le Code mondial exigera en outre une révision du programme canadien de contrôle antidopage, notamment en ce qui a trait aux points suivants :

La sanction initiale dans le cas d’une première infraction de dopage passera de quatre à deux ans.

Les athlètes devront avoir droit à une audience impartiale avant qu’une infraction de dopage puisse être établie.

Cette audience devra tenir compte des circonstances extraordinaires et déterminer si une sanction réduite s’impose.

Le libellé des circonstances extraordinaires sera différent (et son interprétation plus rigoureuse) que celui présent dans l’actuel Règlement canadien sur le contrôle de dopage.

Les athlètes canadiens de niveau international, au sens où une FI l’entend, seront assujettis à un traitement distinct à certains égards par rapport aux règles antidopage imposées à tous les autres athlètes canadiens (par exemple, ils devront s’adresser à leur FI, et non au CCES, pour obtenir une exemption pour usage d’une substance interdite à des fins médicales et pourront en appeler auprès du Tribunal arbitral du sport en regard des décisions relatives à des infractions au code antidopage et des sanctions au palier international).

Setting it all up on VoicePrint

Ever wonder what goes into setting up for the Paralympics? Rob Needham, Programs Director for the Canadian Paralympic Committee joins Kelly Ashton in VoicePrint studios to discuss logistical operations for the 2004 games in Athens.

Needham will talk about preparation, equipment, support staff, security and about the Athens premises during the Pfizer series broadcast on Saturday, April 19 and May 3, 2003 1 pm EST. "These athletes have been train for four years for this one moment in Athens," says Needham, "we want to share what goes on behind the podium leading up to the event."

The Pfizer series is a monthly program series produced by VoicePrint. The show spotlights the Paralympic Movement and the 12th Summer Paralympic Games to be held in Athens next year. Fifteen members of FCA's Gold Squad and Red Squad participated in a successful training camp in Phoenix, AZ. With the leadership of Bruno Ouellette, archers reviewed competitive and training strategies and goals. The group was very positive and worked well both in the classroom and on the field. Congratulations to Tracy Klat who did a super job as Camp Co-ordinator. Now, on to New York!
