2. News from ABAM

We have 140 registered for the 3D event of the Indigenous Games and the city is expecting over 7000 athletes from across North America. The biggest disappointment is that it falls just prior to the 3D Nationals so some of our Manitoba shooters will be unable to attend both. I think you can probably count on at least 10 archer from Manitoba coming to Halifax. I am especially disappointed in that, as the competition director for the NAIG archery event, which takes place on the Wednesday and Thursday prior to the Nationals, I can't see myself getting away. That probably means I will be missing Halifax much to my dismay. I had such a great time the last time I was there I will really miss the championships. There is no championship like a Maritime Championship!!!!!

Things in Manitoba seem to be going well. I am no longer on the ABAM executive so I am taking things a little easier this year. As far as 3D is concerned I am still coaching the Manitoba team as well as the Indigenous Games archers. Allan Actimichuk the new VP of Bowhunting is doing a great job of organizing our local 3D events. He is actively dialoguing with the Department of Conservation to try and change some of the hunting seasons for archers. I am involved with the Manitoba Hunting Heritage Network a group of individuals trying to improve the public perception of Hunting. We are in a constant battle with the anti hunting forces in our province like most of the rest of the country.

Best of luck to all of you and wishing you a successful championship I know there will be no shortage of Hospitality for our archers.

3. Minister of Canadian Heritage

OTTAWA, April 10, 2002 - Secretary of State (Amateur Sport) Paul DeVillers, on behalf of the Minister of Canadian Heritage, today introduced a bill on Physical Activity and Sport in the House of Commons, demonstrating, once more, the Government of Canada's commitment to encourage, promote and develop physical activity and sport in Canada.

"By tabling this bill, the Government of Canada seeks to encourage greater cooperation among the various governments, physical activity groups, sport communities and the private sector to increase participation, support excellence and build capacity in the Canadian sport system," said Secretary of State DeVillers.

The bill also provides for the establishment of the Sport Dispute Resolution Centre of Canada. "This Centre will offer an assistance and expertise that will contribute to the resolution of disputes in a fair, timely and effective manner," Mr. DeVillers said. "The creation of the Centre through legislation not only highlights the importance that the Government of Canada places on ethics and values in sport; it also demonstrates our firm commitment to remaining a world leader in this field."

The bill recognizes that physical activity and sport are an integral part of Canadian culture and society. It also recognizes that sport and physical activities are producing numerous benefits in terms of health, social cohesion and economic activity.

Developed in conjunction with Health Canada, the Physical Activity and Sport Act would replace the Fitness and Amateur Sport Act, enacted in 1961. The tabling of the bill constitutes an important part of the Government of Canada's strategy to improve the Canadian sport system.

PAUL DEVILLERS DÉPOSE LE PROJET DE LOI SUR L'ACTIVITÉ PHYSIQUE ET LE SPORT

OTTAWA, le 10 avril 2002 - Le secrétaire d'État (Sport amateur), Paul DeVillers, au nom de la ministre du Patrimoine Canadien, a déposé aujourd'hui à la Chambre des communes le projet de loi sur l'activité physique et le sport, qui démontre, une fois de plus, l'engagement du gouvernement du Canada à encourager, à promouvoir et à développer l'activité physique et le sport au Canada.

«Par le dépôt de ce projet de loi, le gouvernement du Canada entend encourager une plus grande collaboration avec les gouvernements, la communauté sportive et le secteur privé afin d'accroître la participation, d'appuyer la poursuite de l'excellence et de développer le potentiel du système sportif canadien », a déclaré le secrétaire d'État DeVillers.

Ce projet de loi prévoit la création du Centre de règlement des différends sportifs du Canada. «Ce centre offrira expertise et assistance en vue d'un

règlement équitable, opportun et efficace des différends sportifs, a poursuivi M. DeVillers. La création du Centre par voie législative démontre l'importance, pour le gouvernement du Canada, de l'éthique et des valeurs sportives, mais aussi sa ferme intention de demeurer un chef de file mondial dans ce domaine.»

Le projet de loi reconnaît que l'activité physique et le sport font partie intégrante du mode de vie et de la culture des Canadiens et Canadiennes. Il reconnaît également que le sport et l'activité physique procurent de nombreux bienfaits sur les plans de la santé, de la cohésion sociale et de l'activité économique.

Élaborée en collaboration avec Santé Canada, la Loi sur l'activité physique et le sport remplacerait la Loi sur la condition physique et le sport amateur entrée en vigueur en 1961. Le dépôt du projet de loi constitue une importante étape de la stratégie du gouvernement du Canada pour améliorer le système sportif canadien.

Je suis de retour de ma petite tournée à Londres. Une très bonne réunion. Nous avons une nouvelle présidente pour IPC ARCHERY avec Ann Webb. En se qui me concerne j'ai été nommé vis-président de IPC ARCHERY, et avec se poste je suis donc aussi président du comité technique. Je serai aussi Délégué Technique pour les prochains Jeux Paralympique. Je crois que j'aurai un peux de travail pour occuper mon temps pour une couple de mois!

4. Report from Arthur Nault, FCA Vice-President of High Performance

I have returned from my brief visit to London. It was a really good IPC meeting. We have a new IPC Archery President, Ms. Ann Webb. As far as my position is concerned, I remain vice-president of IPC archery and with this goes the portfolio as president of the technical committee. I have been named Technical Delegate to the next Paralympic Games (Athens) also. I think this should keep me busy for a month of two!

5. Staying The Course: Candid Observations of Women Coaches On The Trials And Tribulations Of Their Profession

For the tenth issue of the Journal, it was my privilege to interview six of Canada's best-known and most successful women coaches. What they all have in common, aside from success, are skill, commitment, and a love of their game and of sport in general. Their experiences in their chosen profession enabled them to provide revealing and timely insights into the reality of sport in Canada. These are not coaches who have had much of an opportunity to exchange views, so I found the many common threads somewhat surprising. Not surprising, in my experience, is their frankness or their eloquence. They have much to say, and they say it well. I hope readers learn (and enjoy) as much as I did. - Sheila Robertson

5. Une passion qui dure la vie: Propos francs des entraîneures sur les hauts et les bas de leur profession

J'ai souligné le dixième numéro du Journal en ayant l'honneur d'interviewer six des entraîneures canadiennes les plus réputées et les plus accomplies. Outre leur réussite, elles sont toutes compétentes, engagées et passionnées de sport en général. Elles ont appris quelques faits et réalités sur le système sportif canadien pendant leur ascension vers le sommet. Ces entraîneures n'ont pas souvent eu la chance de discuter entre elles. J'ai donc été surprise de tout ce qu'elles avaient en commun. Par contre, je n'ai pas du tout été surprise par leur franchise et leur éloquence. Ces femmes ont beaucoup de choses à dire et elles les disent bien. J'espère que vous en apprendrez autant que moi et que leurs propos vous plairont. - Sheila Robertson

6. CCES Launches the "Be true to yourself. Be true to sport." Campaign

OTTAWA - 4 Hours in the Gym, 5 Minutes Online is the message that the Canadian Centre for Ethics in Sport (CCES) is sending to athletes. Presented as a series of creative advertisements, CCES wants Canadian athletes who are subject to doping control to make a part of their everyday training program. The recently revamped CCES website contains a wealth of regularly updated information, news, resources, and services on ethics in sport, fair play, and competing drug-free.

CCES is inviting the sport community to use these ads, at no cost, as a means of encouraging athletes to make  a part of their everyday training program. Available in electronic and camera ready formats, these ads are easily incorporated in electronic and print newsletters as well as print publications.

The "Be true to yourself. Be true to your sport." campaign is designed to inform athletes that the CCES website is an excellent source of information on how to make an informed, personal decision to compete clean and fair, and to avoid substances that can inadvertently result in a positive doping test, says Paul Melia, Chief Operating Officer. "By encouraging sport organizations to use these ads in their communications to athletes, we can increase the awareness of our website. We want athletes to know that our website is easy to use and that pertinent information can be found easily through the quick links or search function."

In addition to the complete IOC-WADA List of Prohibited Classes of Substances and Methods, the CCES website provides detailed information on doping control procedures, CCES advisories, banned and restricted substances, and athlete's rights and responsibilities.

OTTAWA - Quatre heures au gymnase, cinq minutes sur Internet. C'est le message que le Centre canadien pour l'éthique dans le sport (CCES) veut

communiquer aux athlètes. Le CCES présente une série de publicités inédites à l'intention des athlètes canadiens qui sont soumis à des contrôles de dopage. Ces derniers peuvent voir les publicités sur le site Internet du CCES à l'adresse www.cces.ca et ils sont encouragés à les intégrer à leur entraînement quotidien. Le site du CCES, qui a récemment été modifié, présente les derniers renseignements, nouvelles, ressources et services en matière d'éthique dans le sport, d'esprit sportif et de sport sans drogue.

Le CCES invite la collectivité sportive à se servir gratuitement de ces publicités pour encourager les athlètes à intégrer le site à leur programme d'entraînement quotidien. Les publicités sont disponibles en formats électronique et prêt à photographier et peuvent facilement être utilisées dans des bulletins électroniques ou des documents imprimés.

La campagne « Respecter son sport, c'est se respecter soi-même » vise à informer les athlètes que le site Internet du CCES est une excellente source de renseignements qui permet de prendre des décisions éclairées lorsqu'on souhaite participer à des compétitions sans drogue et équitables et connaître les substances qui pourraient, par mégarde, entraîner un résultat positif lors d'un contrôle de dopage, explique Paul Melia, chef des opérations. « En encourageant les organismes sportifs à utiliser ces publicités lorsqu'ils communiquent avec les athlètes, nous sommes en mesure d'accroître la sensibilisation à notre site Internet. 8. Les Problèmes d'un juge intérnational

Bonjour Kathy:

Un mot pour t'aviser que j'aurai de la difficulté à prendre mes e-mails pendant les prochaines semaines. J'ai eu un important dégat causé par l'eau à ma maison et les réparations devraient prendre autour de trois semaines. Je devrai donc vivre à l'Hotel ou chez des amis. Je pourrai possiblement prendre mes E-mails à l'occasion.

Just a note to let you know that I'm going to have difficulty picking up my e-mails for the next few weeks. There was a lot of water damage to my house and it is going to take about 3 weeks to repair it. So, I will have to live in a hotel or with friends.
