2000 Coaching Internship Program
The Honourable Jane Stewart, Minister of Human Resources Development Canada, together with The Honourable Denis Coderre, Secretary of State
(Amateur Sport) recently approved a project that will assist the Coaching Association of Canada (CAC), in providing internships to young
Canadians seeking a career in coaching, sport management or sport science.
The report released by Canadian Heritage's parliamentary sub-committee on the study of sport in Canada last December (Sport in Canada: Everybody's Business) clearly demonstrated the significance of the role sport plays in this country and encouraged intergovernmental and intersectoral collaboration and coordination to help the development of the sport sector in Canada.
The Coaching Association of Canada is pleased to announce the 2000 Coaching Internship Program. With funding from Human Resources Development Canada, CAC is offering subsidies to sport organizations to enable them to hire young professionals for internships lasting eight months, leading to long-term employment or self-employment.
A total of 20 internships of $12,000.00 each will be funded in 2000. The deadline for applications is February 7, 2000, for a projected internship start date of March 1, 2000.
Promotional brochures and application forms were sent today to all national sport federations, national coaching institutes and provincial/territorial governments. Information on the internship can also be found on the CAC Web site at www.coach.ca by visiting the rograms section.

Who May Apply?
Interns - Priority will be given to current students or graduates of national coaching institutes and other coaches holding 3M NCCP Level 3 certification. Candidates seeking full-time employment in sport science or sport management will also be considered. Interns should be age 30 or under, eligible to work in Canada, and not currently employed full time. Applications from women, persons of Aboriginal descent, and other visible minorities are encouraged.
Employers - Eligible employers include sport clubs, national/provincial/territorial sport federations, and educational institutions. Employers must be incorporated entities, whether provincially, territorially, or federally, and must carry general liability insurance.
Employers must demonstrate the capacity to provide the intern with a safe, supervised, and meaningful work experience of eight months duration.
How Do We Apply?
Ideally, potential employers and potential interns will seek each other out and, in partnership, will submit a joint application for funding to the Coaching Association of Canada. Applications will also be considered from coaches pursuing self-employment (contact CAC for guidelines).
How Does the Subsidy Work?
Each employer will receive a subsidy of $12,000 per approved internship. This is a subsidy of $1,500 per month.
Employers are expected to top-up the internship subsidy to an appropriate salary for an entry-level, professional position in coaching, sport science, or sport management.
Employers will also be required to pay mandatory employer costs, such as the employer's share of EI premiums and CPP/QPP premiums, WCB coverage,
and Employer Health Tax, depending on the employment legislation in the province or territory where the internship is located.
How Are Applications Evaluated?
A committee made up of representatives of the Coaching Association of Canada and the national coaching institutes will review applications.
Applications will be selected for funding based upon the employer's demonstrated capacity to provide a safe, supervised, and meaningful work experience for the intern;othe intern's qualifications; and the extent to which the employer's program needs are matched to the intern's skills, training, and experience.
The extent to which the employer is willing to top-up the intern's salary will be considered, as will a commitment by the employer to continue the internship as a full-time employment position.

L'Honorable Jane Stewart, Ministre au ministère du Développement des ressources humaines Canada et l'Honorable Denis Coderre, secrétaire d'État (Sport amateur) ont approuvé tout récemment un projet qui permettra à l'Association canadienne des entraîneurs (ACE) d'offrir des stages à de jeunes Canadiens et Canadiennes qui désirent faire carrière en entraînement, en sciences du sport ou en gestion du sport.
Dans le rapport rendu public par le sous-comité parlementaire du Patrimoine canadien sur l'étude du sport au Canada en décembre 1999 («Le Sport au Canada : C'est l'affaire de tous et de toutes»), on démontrait clairement la signification du rôle du sport dans ce pays et on encourageait la collaboration et la coordination intergouvernementales et intersectorielles afin de favoriser le développement du sport au Canada.
L'Association canadienne des entraîneurs est heureuse de vous présenter le Programme de stages d'entraîneurs de 2000. Grâce au financement de Développement des ressources humaines Canada, l'ACE offre des subventions aux organisations de sport afin qu'elles puissent engager de jeunes professionnels et professionnelles dans le cadre de stages, de huit mois, menant à un emploi à long terme ou à un emploi autonome. En tout, 20 stages recevront une subvention de 12 000 dollars chacun en l'an 2000. La date limite de demande est le 7 février 2000 pour un stage censé débuter le 1er mars 2000.

Qui peut soumettre une demande?
Les stagiaires - On accordera la priorité aux étudiants et aux étudiantes des instituts nationaux de formation des entraîneurs ou aux diplômés et aux diplômées de ces instituts et aux autres entraîneurs et entraîneures détenant une certification de Niveau 3 du PNCE 3M. On prendra également en considération la candidature de personnes cherchant un emploi à temps plein en sciences du sport ou en gestion du sport. Les stagiaires devraient être âgés de 30 ans au plus, être admis à travailler au Canada et ne pas occuper actuellement un emploi à temps plein. On encourage les femmes, les personnes de descendance autochtone
et les personnes faisant partie d'autres minorités visibles à soumettre leur candidature.
Les employeurs - Parmi les employeurs admissibles figurent les clubs de sport, les fédérations nationales, provinciales ou territoriales de sport et les établissements d'enseignement. Les employeurs doivent être des organisations constituées en personnes morales au niveau provincial, territorial ou fédéral et doivent souscrire à une assurance de responsabilité civile.
Ils doivent démontrer qu'ils pourront donner pendant huit mois à un ou une stagiaire une expérience de travail supervisée, valable et ne comportant pas de risques.

Comment soumettre une demande?
L'idéal serait que les employeurs et les stagiaires potentiels se trouvent mutuellement et soumettent ensemble une demande de subvention à l'Association canadienne des entraîneurs. On prendra également en considération les demandes d'entraîneurs et d'entraîneures recherchant un emploi autonome (communiquer avec l'ACE pour une copie des lignes directrices).
Comment la subvention sera-t-elle employée?
Chaque employeur recevra une subvention de 12 000 dollars pour chaque stage dont la tenue aura été approuvée. Ce sera une subvention de 1 500
dollars par mois.
On s'attend à ce que l'employeur fournisse un complément salarial au ou à la stagiaire, afin que cette personne ait le salaire convenant à celui
d'un poste de professionnel ou de professionnelle débutants en entraînement, en sciences du sport ou en gestion du sport.
L'employeur devra également régler les charges sociales des employeurs, telles que sa cotisation au régime d'assurance-emploi, sa cotisation au RPC ou au RPQ, les frais de souscription à la CAT et l'impôt-santé des employeurs, selon les lois sur l'emploi en vigueur dans la province ou le territoire où le stage aura lieu.
Comment les demandes seront-elles évaluées?
Un comité formé de représentants et de représentantes de l'Association canadienne des entraîneurs et des instituts nationaux de formation des
entraîneurs examineront les demandes.
La sélection des demandes de subventions sera basée sur : oles aptitudes manifestes de l'employeur à offrir au ou à la stagiaire une expérience de travail supervisée, valable et ne comportant pas de risques, oles qualifications du ou de la stagiaire, oet la mesure dans laquelle les habiletés, la formation et l'expérience du ou de la stagiaire correspondent aux besoins du programme de l'employeur.
On examinera à quel point l'employeur est disposé à fournir un complément salarial au ou à la stagiaire et s'engage à transformer le stage en poste à temps plein.

The national office will be open only two days next week. I am attending the annual AMO Show in Indianapolis and hope to bring back some good news about the Excellence 2000 equipment programme sponsorships. The office will be open:
