I don't feel as though I accomplished much this week with the snow storm, but the High Performance Committe has been working hard to get all the details ready for Excellence 2004. Hopefully, I will be able to communicate the details to you next week.

2. SPORT LEADERSHIP 2000 OFFICIALS ROUNDTABLE NOVEMBER 18/19 2000 CALGARY by Pat Ukrainetz
Delegates were mainly from team sports and judged sports. Average years of experience were around twenty. A few were career referees, some were paid well when they worked, others received honorariums and expenses or just expenses and there were one or two who got nothing!
Experience varied. While the majority were National level, a number of them had also worked at International events. The remainder were Provincial level, many of whom had worked National events. There was no uniformity among the sports about how these levels were achieved. Among the delegates was the International Soccer judge who had to pass a fitness test three or four times a year and whose performance on the field was videotaped, scrutinised, and evaluated prior to another assignment, the Gymnastics judge
who had to re-qualify every three years on a demanding theory and practical examination, those like ourselves who mainly use practical experience and peer coaching once we are qualified and every variation in between.
Some common problems that were identified were:
- lack of recognition that officials are an integral part of any sporting event at any level
- increasing difficulty of recruiting officials and keeping them
- degree of responsibility of officials for ethics and fair play
- lack of money for officials development programs by Sport Canada
- involvement of women as officials
- lack of a national body representing officials
There were a number of other issues raised, but these were either sport specific or not of enough general concern.
Lack of money, either federal/provincial government funding or support from the private sector, was felt to be an overriding problem for athletes, coaches and officials alike.
After considerable discussion it was agreed that the lack of a national body representing officials was the most important of these problems. It was decided that a working committee would determine what had to be done to establish one. It would communicate with NSOs and a proposal would be ready by the spring for presentation to Sport Canada. The same proposal made in 1978 was unsuccessful because of cutbacks in funding for sport in general. A similiar organisation to that proposed already exists in the U.S.A. - The National Association of Sports Officials (NASO)
The lack of recognition and respect for officials from so many involved in sport - athletes, coaches, parents, spectators, management etc. - was identified as one of the next most important problems and the root of some of the other problems including recruitment - " Who wants to be yelled at or worse assaulted?" - and retention - "I've had enough!".
It was explained that the implications of lack of support for Canadian representatives on International Technical Commissions were felt not to be properly understood in Canada. Rules are universal, but the way in which they are interpreted can vary greatly from country to country. The training of officials varies, and politics and influence can play a part sadly.
These are some of the highlights of the first day. I didn't have much to say. TRULY. I did remark that there was no way I would support a motion to have officials have the same level of accomodation at Games as coaches and athletes since in my experience we did better! End of motion - such is my effect!
I decided that we Officials in Archery are fortunate that in a small sport we can have a voice up to National level and beyond if we choose. We're not always listened to, of course. All of us have experienced the lack of respect, and the attitude that we are a nuisance rather than an integral part of the sport. Since archery is a lifetime sport we are very aware of the problem of recruiting and holding officials. Everyone wants to shoot! Women officials appear to be the backbone of officiating in archery, at least in Canada.
A presentation by Barry Mano, a professional basketball referee, underlined many of the problems we had discussed the previous day. His experiences were sobering - one wrong call and you could lose your job for a year, security escorts off the floor etc. In spite of this his love of the sport shone and his pride in being the very best he could be was obvious. He emphasised our responsibility - a code of conduct including competency, integrity, impartiality and much else.
Barry was followed Gene Chambre of the Australian Coaching Council (ACC). The ACC had taken on responsibility for officials. There is a National Official Accreditation Scheme (NOAS) with four levels. Funding is provided. It was obvious that the Olympics had had a tremendous effect on the level of funding for sport. The morning closed with an assurance that Sport Canada had heard us.
During the days that have passed - too many, I know - I have reflected on what I learned. A National Officials Organisation appears to be a good idea, but I have difficulty in seeing how National Officiating standards could be used in Archery. Perhaps Ghislain you have some thoughts on this from your experience in Australia.
