Greetings/Bonjour:

Yesterday was quite a whirlwind!  FCA's President, Al Wills, does not have many opportunities to visit the National Office and meet with government officials.  So we made the most of his time here.  For those who remember him, Roger Ouellette was our very best sport consultant from Sport Canada in the early '80's and we were able to meet with him over lunch to discuss the new sport funding framework.  For those of you involved in coaching, Al Wills and Doug Soar are working on a new Participant Development Model with CAC and it was an opportunity to meet with our consultant, Cyndie Flett.  And so, our own meeting time was quite limited, but productive.

If you have been trying to contact Al this week and have not received a reply, he's heading home today.  I'm sure he'll be able to get something back to you by the middle of next week, but please be patient.

Hier a ete comme un tourbillon!  Notre President m'a visite ici en bureau pour seulement un jour.  Il n'y a pas beaucoup d'occasions des rencontres gouvernementales.  Donc, on doit utiliser chaque moment.  Notre ancien conseiller de Sport Canada, M. Roger Ouellette, nous a retrouve pour le dejeuner.  On a discute le nouveau projet de financement de Sport Canada 2001 a 2004.  Puis nous avons recontre avec notre conseiller d'Association Canadienne des Entraineurs, Cyndie Flett.  Il n'y a pas assez de temps!

Le CCES a confiance dans le laboratoire canadien du CIO (Gloucester) Le Centre canadien pour l'ithique dans le sport a remarqui de ricents rapports dans les midias et divers autres documents sur l'inquiitude de la collectiviti sportive cubaine au sujet des infractions de dopage de l'athlhte cubain, M. Javier Sotomayor, et de trois haltirophiles cubains lors des ricents Jeux panamiricains ` Winnipeg.

En particulier, le CCES a remarqui des commentaires et des questions sur la fiabiliti des analyses de laboratoire effectuies par le laboratoire INRS - Santi ` Montrial.

En se fiant sur le travail antirieur du laboratoire, le CCES affirme sa confiance complhte et bien fondie dans la qualiti et la fiabiliti de la compitence du laboratoire INRS - Santi dans la gestion des analyses scientifiques dans le but du contrtle du dopage, tel que dimontri aux Jeux panamiricains.

Le CCES croit aussi  que les micanismes d'appel appropriis existent dans le sport international pour s'occuper avec impartialiti des inquiitudes de ous les athletes au sujet des infractions de dopage. Le CCES est un organisme indipendant, national et ` but non lucratif responsable de la coordination de la mise au point et de l'implantation de programmes pour promouvoir un comportement juste et ithique dans tous les aspects du sport au Canada.

(Gloucester) The Canadian Centre for Ethics in Sport has noted recent media
reports and various other documents on the Cuban sport community's concerns
regarding the doping infractions of Cuban track and field athlete Mr. Javier Sotomayor and three Cuban weightlifting athletes at the recent Pan American Games in Winnipeg.

In particular, the CCES has noted commentary and queries as to the reliability of laboratory analyses carried out by the Montreal based INRS - Santi Laboratory.

Based on the its previous work with the laboratory, the CCES expresses its complete, and well-founded confidence in the quality and reliability of the INRS-Santi Laboratory's competence in conducting scientific analyses  for doping control purposes, as demonstrated at the Pan American Games.

The CCES is also confident that appropriate appeal mechanisms exist within international sport to fairly address any athlete concerns with respect to doping infractions.
 

The CCES is an independent, national, non-profit organization responsible for coordinating the development and implementation of programs and policies to promote fair and ethical conduct in all aspects of sport in Canada.

2. Olympic Review Selection of the best Athletes and Sports Leaders of the Century

From: Marthe Cusson Date: Fri, 15 Oct 1999 The editorial team of the IOC publication Olympic Review has invited  all
National Olympic Committees to participate in selecting this century's best athletes and sports leaders at the national and international level. The selection procedure is the following:

1. The National Olympic Committee will invite each NSF to select (from any sport) the five best athletes and the five best sports leaders (men or women) on a national level.  The results of the selection made in each country will be collected and ranked by the NOC, and must be submitted to Olympic Review by 30 October 1999.

2. The same procedure will apply for the selection of the five best athletes and the five best sports leaders  (men or women) on a world level.

3. Olympic Review will rank the entries.

4. IOC members will communicate the rankings to the NOC of their respective country.

5. The final results, at the national and international level, will be published in the December 1999-January 2000 edition of Olympic Review. A diploma will be awarded to each selected person.

Accordingly, on behalf of the COA, I like to invite you to participate in this project and to submit to us your selection of the five best athletes and five best sports leaders of the century, on a national and inter-national level.  Please include in your nominations the reasons for your selection.

Choix des meilleurs athlètes et dirigeants sportifs du siècle d'Olympic Review L'équipe de rédaction de la Revue Olympique, une publication du CIO, a invité tous les comités nationaux olympiques (CNO) à participer au choix des meilleurs athlètes et dirigeants du sport du siècle sur la scène nationale et internationale.  Le choix se fera comme suit :

1. Le comité national olympique invitera toutes les FNS à choisir les cinq meilleurs athlètes (de n'importe quel sport) et les cinq meilleurs dirigeants (hommes ou femmes) sur le plan national.  Les résultats de la sélection effectuée dans tous les pays seront recueillis et classés par le CNO et remis à la Revue Olympique avant le 30 octobre 1999.

2. Le même procédé sera utilisé pour choisir les cinq meilleurs athlètes et les cinq meilleurs dirigeants sportifs (hommes ou femmes) sur la scène mondiale.

3. Revue Olympique classera les mises en candidature.

4. Les membres du CIO communiqueront le classement au CNO de leur pays respectif.

3. Sydney 2000
With all that is happening in Sport Today, I would like to take a moment to
wish all the Paralympians in their preparation for Sydney 2000.  This time next year we will be watching and cheering on our Canadian Paralympic team and celebrating their successes in Sydney.  Opening Ceremonies are scheduled for October 18th, competition begins October 19th and closes October 29th.  Best of luck from all of us in your preparations!

5. Cec Meehan Memorial Scholarship Fund/bourse de Columbie Britannique
Effective immediately:
The Cec Meehan Memorial Scholarship Fund is an $500.00 annual bursary intended for junior archers who are members of the BC Junior Olympic Program to further their studies and archery careers. The endowment will be awarded in November of each year to the best candidate judged by a committee struck by the FCA President and forwarded for approval to Lillian Meehan.

Guidelines:

1. Qualification period is from Labour Day to Labour day yearly.

2. Applicants must be members of the BC Junior Olympic Program (JOP) and be 16 years of age or younger at the time of application.

3. Applicants shall apply by letter to the President of FCA c/o the National Office. Applicants must provide their scores from both the JOP Indoor and Outdoor Championships. Results from other tournaments competed and a record of scholastic achievement during the past school year must also be provided. Letters of reference from the club and school are encouraged.

4. The winner will be announced yearly at the Spruce Capital 300 in November.

5. The FCA office will accept applications anytime during the year, applications received after September 15 will accepted as in the next year. Immediately after the 15th of September, the FCA President will form a committee of him/herself and 2 others to scrutinize the applicants. The committee will make a merit listing of all of the applicants based on:
* Participation in JOP program events;
* Dedication to personal archery excellence;
* other volunteer activities;
* promise and improvement in archery performance;
* sportsmanship; and
* academic excellence.

The complete list will be forwarded to Lillian Meehan who will make the final decision as to who shall receive the award.

Letter of application:
The letter of application should include a synopsis of the archery career of the applicant including:
- archery goals (short and long term);
- career and educational goals;
- academic information including grades and plans;
- description of other archery involvement and volunteer activities;
- description of non-archery volunteer activities; and
- any other information that may be of interest to the selection panel.

The French Archery Fedeation informed FITA that Mr. Erik Defoor, FRA has been suspended for 12 months, starting July 7, 1999 because of a positive doping case.

The Archery/Run event has been postponed.  It will take place March 31 to April 2, 2000.  A Ski/Archery calendar is now available.

La competition qui etait prevus a Girona, ESP a ete repoussee.  Elle aua lieu du 31 mars au 2 avril 2000.  Le calendrier de SkiArc est disponible maintenant.

The requirement for buyers of crossbows to have a licence has been deferred until further notice.

Reminder -  On December 1, 1999:
- the fee for a possession-only licence increases from $10 to $45; and
- the fee for registering firearms you owned on December 1, 1998 increases from $10 to $14.

In Closing
FCA's Constitution and By-laws was approved finally by Industry Canada this week.  This ends the two-year saga.  Thank you again to Stan Siatkowski who helped me through this process, and ultimately whose wording and clarity made it an open-and-closed decision to approve.
