About the CFC Bulletin
The Canadian Firearms Centre (CFC) Bulletin explains specific areas of the Firearms Act and how it affects you. The CFC is the group of federal and provincial/territorial partners implementing the Firearms Act which is being phased in from December 1, 1998 to January 1, 2003.
Transfers
Under the Firearms Act, to buy, barter, receive as a gift or inherit a firearm is considered a transfer. As of December 1, 1998, to acquire or to receive a firearm in a transfer, you must hold a valid Firearms Acquisition Certificate (FAC) or a new Possession and Acquisition Licence. You may acquire any class of firearm (non-restricted, restricted, prohibited) with an FAC (although to acquire a prohibited firearm both you and the firearm must have "grandfathered" status) Your Possession and Acquisition Licence will indicate the class of firearm you are eligible to acquire. During the transfer process the firearm must become registered to the new owner. All restricted and prohibited firearms also must be verified before they are transferred. In cases where a restricted or prohibited firearm was registered in the RCMP's old system, and the registration information is relatively complete, a restricted or prohibited firearm will be considered already verified by the Registrar. Starting January 1, 2003, all non-restricted firearms (most hunting rifles and shotguns) must be verified by an approved verifier before transfer.
The Transfer Process

There are two key steps to the transfer process. All transfers must be authorized by your provincial/territorial Chief Firearms Officer and the firearm must be registered to the person receiving the firearm - the new owner. Both steps in the transfer process are conducted by filling in an application form to transfer and register firearms to new owners, or by giving the information over the telephone. You can get transfer forms from some businesses, by calling the CFC toll-free at 1 800 731-4000, and off the CFC Web site at www.cfc-ccaf.gc.ca. To transfer a firearm over the telephone, again call the CFC toll-free at 1 800 731-4000. The client service agent will guide you through the transfer process. When you acquire a firearm, you must pay a $25 transfer fee (per firearm) at the time of transfer (if by telephone by Visa or Mastercard only). This fee covers the cost of processing and issuing a registration certificate to you, the new owner. We realize that some of you have been having difficulty with firearms transfers over the telephone. This is a new program and we are experiencing delays as we make every effort to fine-tune our procedures. Please be patient with us. Le CCAF est le groupe de partenaires fédéraux, provinciaux et territoriaux qui voit à la mise en oeuvre de la Loi sur les armes à feu qui entre en vigueur graduellement du 1er décembre 1998 au 1er janvier 2003.
Cessions
En vertu de la Loi sur les armes à feu, le fait d'acheter,d'échanger, de recevoir en cadeau ou d'hériter une arme à feu est considéré comme une cession. À compter du 1er décembre 1998, afin d'acquérir ou de recevoir une arme à feu lors d'une cession, vous devez détenir une autorisation d'acquisition d'armes à feu valide (AAAF) ou un nouveau permis de possession et d'acquisition d'armes à feu. Une AAAF vous permet d'acquérir des armes à feu des trois classes (sans restrictions, à autorisation restreinte, prohibée)(par contre, pour acquérir une arme à feu prohibée, vous et l'arme à feu doivent être protégés par des "droits acquis").Votre permis de possession et d'acquisition d'armes à feu indiquera la classe d'armes à feu que vous êtes autorisé à acquérir. Les armes à feu doivent être enregistrées au nouveau propriétaire durant le processus de cession. Toutes les armes à feu à autorisation restreinte ainsi que les armes à feu prohibées doivent être vérifiées avant la cession. Dans les cas où l'arme à feu à autorisation restreinte ou l'arme à feu prohibée a été enregistrée dans l'ancien système de la GRC, et que les renseignements sont plus ou moins complets, une arme à feu à autorisation restreinte ou une arme à feu prohibée sera considérée comme déjà vérifiée par le directeur. À compter du 1er janvier 2003, toutes les armes à feu sans restrictions (la plupart des fusils de chasse et des carabines) doivent être vérifiées par un vérificateur agréé avant la cession.
Le processus de cession
Deux étapes importantes font partie du processus de cession. Toutes les cessions doivent être approuvées par votre contrôleur des armes à feu provincial ou territorial et l'arme à feu doit être enregistrée au nom de la personne qui la reçoit - le nouveau propriétaire. 3. Canbow News/les nouvelles de la programme "Canbow" de la FCA
My name is Rob Swyrd from the Alberta Sherwood Park Archery Club. For the past number of years I have been involved coordinating and maintaining the Junior Archery Program for the club. This year we have a paid membership of 98 junior members.
January 30, 31 we had our invitational competition which attracted 64 archers and was a great success. This event along with the Mail Match competition has advanced some of our members by leaps and bounds in their Canbow program. This coming weekend I have to present approximately 60 canbow badges for their efforts. Just as a note, in the past 8 months I have purchased approximately $400.00 worth of Canbow product trying to keep up with projected demands. Our coaching staff must be doing an incredable job.
