This has been "catch-up" week. I'm really glad I told people not to send me any e-mails while I was away----I only had 108!!!! I can't imagine how many I would have had otherwise. Then, I had to rent a fork-lift truck to bring the snail-mail into my office. One thing though that I must advise everyone of: I do not think my voice mail worked. I know of only one person who said they left a message, but when I came back, I had not one phone message. That's very strange. So if any of you, or anyone you know, is hot under the collar because I didn't return a call, sorry, but I have no record of it. Please try again.

Quand je suis retourne, j'ai recu 108 messages electroniques! Incroyable! Il serait impossbile d'imaginer le total si je n'ai pas dit de ne m'envoyer les messages en avance!! J'ai recu beaucoup d'information par la poste aussi. Si vous avez essaye de me telephoner entre le 14 mars et 26 mars, je n'ai rien de messages telephoniques. 1. Funeral today/le funerail

Unfortunately, today is Jim Saito's funeral. It is difficult to send messages electronically which convey the right feelings, but I am sure that those who can attend the funeral in person will do their best to convey all our deepest regrets./Malheursement, aujourd'hui nous envoyons notre condoliances les plus sinceres a la famille Saito. Nous esperons que les visiteurs voulent communiquer notres sentiments directement a la famille.

This is not a quorum. I will not be able to publish the results until I receive at least three more votes (2/3 acceptance).

3. FCA Indoor National Results/les resultats de notre championnat

Congratulations to all the winners of this year's indoor nationals. What a difference a year makes! Last year, 90% of the results came in by fax and mail. This year, Greg Durward received 90% of the results via e-mail in 36 hours and Al Wills had them up on the Website. Amazing! Great job to everyone involved. By the way, there are a few sites which have not sent in their score cards and fees to the Ottawa office. Naughty-naughty! Please do it this weekend.

Felicitations a tous les concurrents de notre championnat en salle. Quel difference electronique! L'annee dernier, j'ai recu 90% des resultats par telecopier et par la poste. Please remember that the nominations for FCA annual awards need to be handed into your Provincial Director no later than April 15, 1999. For criteria see below/malheursement, je n'ai pas cet information en francais.

Tom Mack Junior Athlete of the Year

  Is a member of the Excellence Junior Squad

  Minimum level 2 technical and practical certification

The FCA office received two really well done provincial newsletters this week. Congratulations to Manitoba and BC for a very informative update on activities in your provinces.

PRESIDENT’S REPORT MARCH 1999

Regretfully reporting has been another casualty in our ever-diminishing financial situation, however the work has not slowed proportionately. It is my hope to report to you on a more regular basis on what has been happening in the association.

WORLD INDOOR CHAMPIONSHIPS

With all our financial woes it is still refreshing to see the dedication and commitment of some of our high performance athletes, with no funding available for indoor, Bruce Malmberg from Ottawa and Jude Hooey from Alberta provided their own funding to participate in the World Indoor Championships in Cuba. Bruce finished 12th overall with a 583 in qualifying; Jude finished 21st overall, qualifying tied for 13th. Congratulations to them both!

WORLD SKIARC CHAMPIONSHIPS

Athletes interested in Ski archery face the same lack of funding, Louise Vien has just returned from the 1st Ski archery Championships in France, placing 24.

OPERATING AGREEMENTS:

My first priority since taking over as President in January has been to complete operating agreements with our Provincial Partner Associations, we sent generic agreements out to all ten Provinces in early January and have been negotiating different points with each since then. I am happy to report that I have sent out 5 agreements last week to bring our total to 6 we are talking with the other 3 with no major issues left on our part, just waiting for them. We will be trying to negotiate the 2000 agreements very soon as they should be in place before the year-end not after, this was a regrettable situation, but unavoidable. Many thanks to the Provincial Presidents and FCA Directors who worked so hard on this project with me.

FINANCIAL REPORTING/OFFICE ACTIVITIES

While you keep hearing about our financial woes, a good deal of money still does pass through the FCA office. With two salaries, taxes, insurance, inventory, coaching and other reporting, our General Manager Kathy has been kept very busy in the past 3 months trying to keep up with the required reporting due to Revenue Canada and the Province of Ontario. While very frustrating to have to allocate that much time, it is a necessary evil. At the same time we have been able to keep up with the day to day operations of the association including your phone, fax and email inquiries. Please note that the General Manager is not allowed to make long distance phone calls from the office, if you need to talk to her in person, please try to keep calling limiting the rings to 3 (on 4 the answering machine kicks in).

EMPLOYEE CONTRACTS

I have also entered into contract negotiations with both of the FCA staff: Kathleen Millar, our General Manager and Pascal Colmaire our director of the National Archery Centre. Both negotiations are going well, I am happy to report that both Pascal and Kathy will be working for us for the next year at least.

CANADIAN REGIONAL INDOOR CHAMPIONSHIPS

The Regional Championships were very successful this year, our new co-ordinator; Greg Durward did a fantastic job, getting out the results from well over 500 participants in 24 hours. The ability to publish the results so quickly on the World Wide Web has also allowed us to produce the most accurate results ever. All was not without problem however, as we found many places where we did not have a hard fast, delineated policy, Greg is already working on a much more complete policy and rules for next year. If you wish to assist him, contact him directly, I’m sure he would appreciate the input.

NATIONAL TRAINING CENTRE

Your Executive Committee once again approved the operation of the National Training Centre, this is always a contentious issue, but one we have committed to. By having a training centre we qualify for funds from Coaching Association of Canada, Canadian Olympic Association and the Quebec Government, at the same time we have the services of the centre director to oversee technical duties of the association at no cost. So as long as those levels of funding are available and the interest is there we will continue to have a Training Centre. It was pointed out to us be our High Performance Committee and driven home by many advisors in High Performance Sport that the only way to ensure improved international performance was to have a Training Centre, so we committed to one until after the 2000 Olympics. Having said that we have made it clear that our Elite athletes must "Use it or Loose it", if we continue to have such a low attendance from our elite, we must question it’s value.

CANADIAN CHAMPIONSHIPS FORMAT

At last year’s Annual General Meeting, the format of the championships was questioned, the format has been a topic of discussion for many years. Bruce Savage of Ontario volunteered to form an ad hoc committee to study the championships. He has elicited input from members of the executive and Board members and has recently put out a questionnaire to as many Canadian Archers as he could find email addresses for. I urge you to take part in this survey and to pass it onto as many archers in your Province as possible.

So basically that is where we are in FCA in the first quarter of ’99, as you can see a lot of a few people without the benefit of Government funding are doing work. I remain confident that with this level of commitment and the wide range of FCA programs that we can once again qualify whenever the next audit is done.

In this world of instant communication, we have found ourselves wanting in some organizational ways. Many unspoken policies and "we’ve always done it that way" have been identified by our members, we are very aware of this and take all these points very seriously and appreciate their being pointed out to us. At our last Executive Committee meeting we recommitted ourselves to the following statement: "FCA is a bows and arrows association, providing services to archers while making prudent business decisions. /La FCA est un organisme d'arcs et de flèches, qui fournit des services aux archers tout en prenant des décisions d'affaires réfléchies." I thinks that sums up the feeling of FCA wanting to work with Canadian Archers for the betterment of the sport in Canada. I remain committed to you and them to help facilitate this goal. I would appreciate your assistance and any suggestions you may have for me or the FCA.

7. News from FITA/les nouvelles de FITA.

Dear Sir or Madam,

It is with deep sadness that we announce you that Mr. Gino Mattielli, Vice-President of FITA, President of FITARCO and of EMAU passed away on Thursday night.   Mr. Mattielli's commitment to international archery was unanimously appreciated and his death is a great loss for our sport.

8. Invitations/les tournois internationaux

The Ottawa Office received a formal invitation to attend the 1999 Sydney Golden Arrow tournament, September 15-26, 1999. I will be sending this information to Pascal Colmaire. Also, the Russian Archery Federation invites archers to the Balov Memorial International Tournament, May 26-31, 1999. Call Pascal as above./Aussi, la federation russe a invite les archers de participer en Moscou, le 26-31 mai, 1999. Ecrivez a Pascal.

Finally,the NAA of the United States sent FCA an invitation to attend their nationals this summer. I tried to access their website for the registration package (www.usarchery.org) today but had trouble. Bill Kellick in their national office said there were some server problems. So you may wish to try it yourself over the weekend./La NAA des Etats-Unis nous invite de participer aux championnats nationaux. 9. Merci a Marthe Cusson/Thank you Marthe

For the tournament year ending 1998, Marthe processed an amazing 5 Olympic FITA Star pins and 66 Compound FITA Star pins. Marthe, in her first year, had quite the workload.Undoubtedly, the numbers were inflated due to the change in the compound 10-ring for outdoor tournaments. But let's hope 1999 will be just as successful.

En 1998, Marthe a recu et a donne pour la FCA 5 epinglette FITA de style Olympique et 66 epinglette FITA de style arc a poulie! Sans doute, le total d'arc a poulie a ete si haute a cause de la changement de "10" en exterieur. Esperons-nous que les hautes performances vont continuer cette annee. Merci Marthe!

10. Books/les livres

Apparently, there are some new prints available of old archery books out of England. "Ayme for Finsbury Archers" by James Partridge (1628) was first printed in 1628. Though I would be cautious, anyone interested in getting a copy could send $49.50 (I think it's Canadian funds) to:

That's enough news for now. Next week I will be updating the Tournament Schedule, and there are quite a few changes coming out./C'est tous maintenant, mais le communique prochain j'ajouterai le nouveau horaire des tournois.

Please remember, through all of the disputes and challenges we face in our archery community, at this time of supposed peace during Easter/Passover, our troubles are very insignificant compared with those areas of the world where (even as I type) people are being slaughtered in the streets. Keep things in perspective. Enjoy each other. Be thankful we live in this country, in peace. Happy Easter/Passover.
