Aujourd'hui, il peut a seaux en Ottawa.  Grace-a-Dieu, il ne neige pas. Donc, voila les nouvelles de l'Outaouais sombre, et maussade.

2. First Meeting for SFAF
The national funding framework is actually a screening mechanism to identify
a) that a sport is national in scope and responsibility
b) that it is firmly established domestically and/or
c) that it has a proven international track record of success
Therefore, the discussions held yesterday were Sport Canada "consultations" reviewing the criteria or definitions for eligibility for funding.  The reader should keep in mind that, even if all 18 members of this committee agree on the terms and wording, there is no guarantee that our recommendations would be accepted.

Here are the highlights.  If anyone wants to slog through the whole meeting, just let me know.  A report with revisions is supposed to be part of the meeting follow-up work from Sport Canada.

Part A (Generic characteristics of a national sport governing body)
- abide by the definition of "a sport"
- be the recognized body for "able-bodied" and adapted populations
- volunteer leadership, democratically elected
- incorporated, with audited statements
- multi-year plan****
- services and ethical programmes in the official language of choice
- adopt Canadian Policy on Penalties for Doping in Sport
- formal policy on official languages
- formal policy on equity****
- principle of inclusion (may be changed to formal policy)
- principle that programmes and activities be accessible to aboriginals
- principle to consult HP athletes on issues that pertain to them
- formal policy on harassment

Part B (Domestic make-up)
- a minimum number of members (this was supposed to increase to 15,000)  There was tremendous resistance to this proposed change from both  able-bodied and adapted sports (proposed 1000 members).  This will
 be reviewed immediately.
- 8 affiliated PSO's and/or TSO's
- 6 participating P/TSO's in each of the last 4 years at premier event
 This was hotly contested also since sites selection will determine  participation numbers and travel costs.

Part C (International Scope)
- a minimum number of members (see above)
- affiliated and recognized internationally in a IF of at least 25 NSO
- "Since 1992, the NSO has had at least one Canadian team or athlete finish amoung the top 16 and top half in a field of at least 12 countries (8 if Paralympic sport) in an event, including qualifications, at the Senior
World Championships, Paralympics or Olympic Games.****
(For FCA this means that no junior worlds or world regionals would count. We could use compound results to get into the minimum eligibility gateway, but they would not count afterwards since Archery is an Olympic sport and Sport Canada credits ONLY the Olympic discipline results in all such sports.

I will keep FCA members informed regarding this "consultation" process as developments occur.

Le premier reunion de CFRS
Le Cadre de financement est, en effet, un mecanisme de selection que veut
identifier:
a) un sport envergure national
b) un adhesion establi dans tous les regions du Canada
c) un sport qui ayant des success internationaux
Donc, les discussions hier ont ete des "consultations" de Sport Canada, qui examine les criteres ou les definitions d'admissibilite et financement.  On doit comprendre que tous nos recommandations n'ont pas accepte par le gouvernement.

On se trouve la sommaire seulment mais si on veut les details, parlez-a-moi.  Un report des revisions de Sport Canada sera disponible le plus tot possible.

Section A (les generalites)
- repond aux criteres d'un "sport"
- le seul organisme national regissant pour les sport modifies ou en etat
- dirige par des benevoles qui sont elus democratiquement
- dument constitue en societe, a depose des etats financiers verifies
- a un plan pluriannuel
- offrir des services, accessible dans le langue officiel de choix
- la politique sur les sanctions se rattachant aux infractions en matiere de dopage dans le sport
- une politique sur les langues officielles
- une politique de son engagement a assurer aux femmes l'equite/egalite
- a pour principe de rendres ses programmes/activites accessible aux athletes ayant un handicap
- a pour principe de rendres ses programmes etc. aux autochtones
- fait consulter les athletes de haut niveau aux decisions les touchant
- une politique sur le harcelement

Section B envergure nationale
- plus qu'un numero de membres (on a propose 15000/1000 adapte)  Mais il y a eu de resistance contre ce niveua.  On le revisera.
- au moins 8 federations sportives provincials/territoriales
- au moins 6 federations ayant participe au championnat national au  cours de chacune des quatre derniere annees.  Si le site du  championnats fait un tour du Canada, souvent il est impossible  d'avoir plus de 6 federations present.  On le revisera.

Section C (envergure internationale)
- au moins qu'un numero de membres (voir en haute)
- membre en regle reconnu de la FI a titre de son mandataire pour le Canada, au moins 25 pays membres
- Depuis 1992, compter au moins un athlete ou equipe ayant termine parmi les 16 premiers et la premiere moitie des participants - dans une epreuve des championnats du monde senior ou des juex olympique ou paralympiques dans laquelle il y avait au moins 12 pays representes (8 dans le cas d'epreuves paralympiques).
Donc, pour la FCA, on utilise les resultats de arc compound seulement pour les criteres d'admissibilite, mais  on ne les utilise pas en section C. Ce sera la meme chose des resultats junior ou panamericaines.

Je vous enverrai les resultats des "consultations" de Sport Canada le plus tot possible.

3. Board Mailing
A board mailing was sent to all voting members this week from the the
national office by ExpressPost.  In that package were 3 vote-by-mail issues that must be addressed and voted on NO LATER THAN December 20, 1999. Please follow up on these topics with your provincial executive and respond.

J'ai envoye un bulletin au directeur provincaux et des membres elus cette semaine concernant 3 vote des membres.  SVP, discutez les sujets et repondez avant le 20 decembre 1999.  Merci.

4. Retailer Programme Initiative 2000
The FCA is attempting to resurrect a modified Retailer Programme for the year 2000.  An advertisement was sent out this week to over 100 dealers and distributors across Canada outlining the advertising benefits and limited liability coverage when FCA-registered clubs use retail shooting facilities.  If you do not receive on of these notices in the next couple of weeks and wish to participate, please call the National Ottawa office:

5. Mailmatches/Les Tournois Postaux 2000
The Annual FCA Mail Matches start January 1st.  Competitors may shoot a maximum of 1 round (FITA 18m - 30 arrows at 18 m) per week for 12 weeks. At the end of the 12 weeks the six best scores are averaged and medals awarded in each division and classifcation.  It costs only $5.00 for FCA members.

Le Match Postal commencera le premier de janvier.  Les participants peuvent tirer jusqu'a une maximum d'une ronde par semaine pendant les douze semaines que dure la competition.  A la fin des 12 semaines, on fait la
moyenne des six meilleurs pointages.  Les medailles sont attribuees dans chaque classe et chaque categorie.  Il coute seulement 5$ chaque membre de la FCA.

7. FITA
New Ski/Archery Rules  (disponible uniquement en anglais)
FITA and the International Biathlon Union have mailed out the 1999 rules. Contact FITA directly for a copy, or an address on their website.  On a personal level, I spent a great deal of time reviewing the rules and the
safety issues of adding pursuit to the event.  It appears that the Ski side of "skiArchery" is firmly in control.  Non-archery terms are still present throughout the document.  And, worse yet, there is no disqualification
threshold for number of targets missed.  So, it remains a skiier's event, not a ski+archery event.
