A voice from the past:
Several weeks ago I mailed out letters and membership cards to our honorary and paid lifetime members (unless they are part of Excellence 2000). I explained how things had changed and the electronic communications we rely on today. I got a sweet little note from Helen Dickson. Terry is now at the Veterans Centre in Edmonton, Alberta. Helen is living in her own apartment now. She said that they both had fond memories of archery, and though she appreciated the letter, etc. she thought it would be best if they were taken off the mailing list. (Of course, I didn't, but I won't bother the lady either.)
FCA needs to keep in touch with the Federation's founders and builders, regardless of whether they are involved anymore or not. So, if you know of any "historically significant" FCA persons in your local area, let me know. Please limit your suggestions to "inactive" former members first.

Wow, what a great job! 270 archers in one day! Only 3 weeks to prepare! Hats off to Kathy Shillinglaw who, with the help of only a few people, pulled it off again. With the blessing of Toronto District School Board PE co-ordinator Carol Rocks,the 16th consecutive Ontario high school archery championship was highly successful. Working along with Kathy from the Toronto District School Board were Gary Maddeaux and James Dowhaniuk. James brought a team of 30 (!!!!!!!!!!) archers. Incredible. There were some great scores shot, too.
Also, the computerized scoring system worked faster and more accurately than ever with the help of three talented students: Chris Boyd, Nadin Merali and Shiv Sudan. Lastly, the volunteer judges should be thanked:
Ken Brown, Nader Asoudeh, Wendy Poon, Christina Nicholaidis and Sandra Thant. Except for Ken, these were all students who gave up the opportunity to shoot in order to help out on a Saturday.

A Canadian Reaction to the Lausanne Declaration on Doping in Sport was circulated to the Canadian sport community on 22 February 1999. The paper was developed by the Canadian collective comprised of representatives from the Canadian Olympic Association, Department of Canadian Heritage (Sport Canada), and the Canadian Centre for Ethics in Sport, as a reaction to the World Conference on Doping in Sport. Responses were received, and the following elaboration has been made by the Canadian collective for further review by the Canadian sport community.
The Canadian reaction to the Lausanne Declaration is as follows:
Education, Prevention and Athletes Rights:
Drug-free sport programs are in the first instance intended to protect athletes‚ fundamental rights to participate in drug-free sport. Doping control programs must also be designed to protect athletes‚ rights when they participate in the actual testing process. We believe that the principles of ethics and fair play in sport were unanimously supported at the Lausanne conference with significant interest shown in the creation of educational and prevention campaigns. We also feel that the Canadian recommendation to have the issue of doping in sport be considered an ethical problem in addition to a medical issue was endorsed by the majority of delegates. Rather than seeing the solution to doping as simply a scientific and detection based approach, a long-term and complete solution should be found in dealing with the causes, motivations and circumstances that create the problem in the first place.Olympic Movement Anti-Doping Code
We endorse the creation of a new and separate Anti-Doping Code as the basis for the fight against doping as opposed to doping being contained within the current IOC Medical Code. There remains as well a need for the Medical Code to deal with several distinct and important medical issues. A separate Anti-Doping Code provides more focus on this serious problem. An AntiˆDoping Code would recognize antiˆdoping as a broad multiˆdisciplinary issue, which not only includes medical considerations, but also involves ethical, legal, and procedural protocols and standards.Sanctions
We support the concept of harmonized minimum sanctions across all sports for the use of banned substances or practices. It should be noted that while there was some degree of agreement on a two year minimum sanction, the Canadian policy still remains as a four year ban for the first doping offense. Any change to a penalty of a minimum two year ban for a doping offense would require a collective agreement and policy revision from the Canadian sport community. We wish to express concerns or reservations about the following areas, which were not resolved satisfactorily in the Lausanne Declaration dealing with sanctions:
We would agree with the appellant‚s right to appeal a sanction duration based on clearly established criteria for exceptional circumstances, but only through the International Court of Arbitration for Sport (ICAS) or an arbitration system consistent with or certified and/or endorsed by ICAS. There should be narrow and strict criteria for exceptional circumstances which should focus solely on the circumstances that contributed to the doping infraction itself. We encourage the development of regional sport arbitration systems that are independent from sport and operate in an efficient, timely manner (Attachment 1 outlines the rationale and principles for such a system). We believe a fundamental condition of all International Federations (IFs) participating in the Olympic Games is to support and comply with the IOC Anti-Doping Policy and Procedures. IFs, who do not comply, would not be eligible to***********************************************************************
participate in the Games.It is imperative that a comprehensive anti-doping policy be developed, as a first step, under the leadership of the new Agency for the IOC and all IFs. This would essentially represent a collective agreement within sport and give the new Agency the authority to lead, coordinate and implement anti-doping programs on behalf of sport. We believe as well that there must be inter-governmental cooperation and compliance with agreed upon sanctions, along with consistent legislation and acknowledgement by civil courts to recognize international anti-doping sanctions. There would be a need for some form of international agreement committing all nations to comply and support the Anti-Doping Code, including sanctions and appeal procedures. There was a lack of discussion on the nature of sanctions for a second doping offense. We would support a life sanction for a second proven doping offense.
International Anti-Doping Agency
We support and commend the recommendations to establish an independent
International Anti-Doping Agency with a mandate to expanding out-of-competition testing, coordinating research, promoting prevention and educational actions, and harmonizing standards and procedures for test analysis and equipment. We would express the following concerns and reservations:
There is a lack of clarity on a final resolution as to the composition of the Governing Council of the International Anti-Doping Agency. We advocate that representatives of the Governing Council be made up of individuals who have expertise and who are free from real or perceived conflicts of interest. It is of particular importance to the leadership of the Council where international credibility and effective independence is essential. It is most important that the governance structure allows the Agency to operate in a truly independent manner, particularly with respect to athlete selection, notification and sample collection, receipt of laboratory results and other reports on non-compliance, investigations, review and determination of infractions and the appeal process.A protocol and standards for anti-doping throughout the world should be adopted using the International Standards Organization (ISO) as a model for such protocols. The International Anti-Doping Agency, IOC, IFs, NOCs, independent agencies and governments would be required to comply with such standards. Such standards for doping control would represent best practices which adhere to the highest level of program design and implementation. Common standards of this level will ensure the protection of athletes, be open and transparent and will generally promote public confidence in the Agency‚s doping control program.
Responsibilities of the IOC, IFs, and NOCs
We support the protection of athletes and their rights in the area of disciplinary procedures and recommend that any appeals be harmonized through a system endorsed by ICAS with similar processes and procedures utilized throughout the world, as noted in paragraph 03 a)(ii).Collaboration between the Olympic Movement and Public Authorities
We applaud the proposal for inter-governmental harmonization of laws dealing with anti-doping, particularly regulations, trafficking, importation, manufacturing, and sanctions. We advocate the need for government involvement in the various geopolitical regions throughout the world to ensure appropriate representation and acceptance of the anti-doping protocols. As well, governments have the capacity under the traditional health or educational mandates to advocate through national
or regional campaigns for healthy, ethical drug-free sport.
RECOMMENDED FUTURE ACTION
A final draft Canadian reaction paper is circulated, following the Congress, to the Canadian sport community for input and suggestions.

01 Éducation, prévention et droits des athlètes
Les programmes de sport sans drogue ont comme objectif premier de protéger le droit fondamental des athlètes de participer à un sport sans drogue. Les programmes de contrôle du dopage doivent aussi être conçus pour protéger les droits des athlètes pendant l‚exécution des tests.
Nous croyons que les principes de l‚éthique dans le sport et de l‚esprit sportif ont reçu l‚appui unanime de tous les participants à la conférence de Lausanne, qui ont manifesté beaucoup d‚intérêt pour la création de campagnes d‚éducation et de prévention.Nous croyons également que la recommandation du Canada de sidérer le dossier du dopage sportif comme un problème d‚éthique et un problème médical reçoit l‚appui de la majorité des délégués. Au lieu de chercher une solution au dopage de nature scientifique seulement fondée sur le dépistage, il faudrait trouver une solution complète à long terme qui porterait sur les causes, la motivation et les circonstances qui sont à l‚origine du problème.
02 Code antidopage du Mouvement olympique
Nous appuyons la création d‚un nouveau Code antidopage indépendant comme fondement de la lutte au dopage qui ne serait pas intégré au Code médical du CIO, comme c'est actuellement le cas. Bien que le Code médical demeure pertinent pour régler plusieurs problèmes médicaux d‚importance précis, un Code antidopage séparé attirerait davantage l‚attention sur ce problème grave. Un Code antidopage reconnaîtrait la lutte au dopage comme un problème multidisciplinaire qui tient compte non seulement de facteurs médicaux mais qui exige aussi des normes et des protocoles moraux,
juridiques et procéduraux.03 Sanctions
Nous favorisons le concept de sanctions minimales harmonisées dans tous les sports pour utilisation de substances ou de pratiques interdites. Bien que l‚on soit de façon générale en accord avec une pénalité minimale de deux ans, il doit être noté que la politique canadienne demeure une interdiction de participation de quatre ans pour une première infraction de dopage. Toute modification de la pénalité minimale de deux ans pour une infraction de dopage exigerait l‚accord de tous et la modification de la politique par la collectivité sportive canadienne.Nous désirons exprimer nos craintes ou nos réserves sur les sujets suivants liés aux sanctions et qui n‚ont pas été réglés de façon satisfaisante dans la Déclaration de Lausanne :
a) Nous reconnaissons le droit de l‚appelant d‚en appeler de la décision, selon des critères bien établis de circonstances exceptionnelles, mais uniquement auprès de la Cour internationale d‚arbitrage dans le sport (CIAS) ou d‚une instance d‚arbitrage reconnue par la CIAS.
i) Il devrait exister des critères limités et sévères pour les circonstances exceptionnelles qui ne porteraient que sur les circonstances qui ont contribué à l‚infraction de dopage.
ii) Nous encourageons la création de systèmes d‚arbitrage du sport efficaces et opportuns qui fonctionnement indépendamment du sport. (L‚annexe 1 propose les raisons et les principes d‚un tel système.)b)Nous croyons que l‚appui et le respect de la politique et des procédures
antidopage du CIO devraient constituer une condition essentielle de participation aux Jeux olympiques pour toutes les fédérations internationales. Les FI qui ne désirent pas respecter cette politique et ces procédures ne pourraient pas participer aux Jeux. Il est d‚une importance extrême d‚élaborer en premier lieu une politique antidopage
complète pour le CIO et les FI sous la gouverne du nouvel organisme. Il s‚agirait essentiellement d‚un accord collectif de la collectivité sportive qui donnerait au nouvel organisme l‚autorité de diriger, de coordonner et de mettre en *uvre des programmes antidopage au nom du sport.c)Nous croyons que les gouvernements devraient collaborer les uns avec les
autres, respecter les sanctions établies et les appuyer par des lois, et obtenir que les tribunaux civils reconnaissent les sanctions internationales pour infraction de dopage. Il faudrait conclure une entente internationale en vertu de laquelle tous les pays s‚engageraient à respecter et à appuyer le Code antidopage ainsi que des sanctions
conséquentes pour les contrevenants.d)Il n‚y a pas eu suffisamment de discussions sur la nature des sanctions pour une deuxième infraction de dopage. Nous favorisons une sanction à vie pour une deuxième infraction de dopage confirmée par la preuve.
04 Agence antidopage internationale
Nous appuyons et louons les recommandations de créer une agence antidopage
internationale indépendante qui aurait le mandat d‚étendre les tests hors-compétition, de coordonner la recherche, de promouvoir les mesures préventives et éducatives, et d‚harmoniser les normes et procédures scientifiques et techniques d‚analyse et d‚équipement. Nous exprimons les craintes et les réserves suivantes :a)Il y a un manque de précision concernant une résolution finale pour la
composition du conseil de direction de l‚agence internationale antidopage. Nous affirmons que le conseil de direction devrait être formé d‚individus qui possèdent l‚expertise nécessaire et qui ne sont pas à risque de conflit d‚intérêt. Il est très important que la direction du conseil possède une certaine crédibilité sur la scène internationale et que son indépendance soit reconnue. Il est très important que la structure de direction permette à l‚agence de fonctionner de façon réellement indépendante, surtout en ce qui concerne la sélection des athlètes, la
communication de l‚avis et le prélèvement de l‚échantillon, la réception des résultats de laboratoire et autres rapports d‚infraction, les enquêtes, les examens, l‚établissement d‚une infraction et le processus d‚appel.c)Nous favorisons l‚adoption d‚un protocole et de normes antidopage à l‚échelle mondiale qui respecteraient le modèle pertinent de l‚Organisation internationale de normalisation (ISO). L‚agence antidopage internationale, le CIO, les FI, les CNO, les organismes indépendants et les gouvernements seraient tenus de respecter ces normes. Ces normes de contrôle du dopage constitueraient les meilleures pratiques correspondant aux normes les plus élevées de programme et d‚exécution. Les normes
communes de ce niveau assurent la protection des athlètes et la transparence, et suscitent la confiance du public envers le programme de contrôle du dopage de l‚agence.05 Responsabilités du CIO, des FI et des CNO
Nous appuyons la protection des athlètes et de leurs droits relatifs aux procédures disciplinaires et recommandons que les appels soient harmonisés en vertu d‚un système appuyé par la CIAS possédant des procédures et des modes d‚application analogues et dont le modèle serait utilisé à l‚échelle mondiale, tel que noté à la section 03 a)(ii).06 Collaboration entre le Mouvement olympique et les autorités publiques
Nous appuyons l‚harmonisation intergouvernementale des lois contre le dopage, surtout en ce qui concerne la réglementation, le trafic, l‚importation, la fabrication et les sanctions. 4. Athlete Rep. Position, 2nd reminder/representatif(ve) des athletes 2e Athlete's representative position
The athlete's representative position term reoccurs every two years. Consequently as of now the nomination for this position is open until June fourth (4th )1999. The candidate must be a member of the 2000 Excellence Programm.
The person(s) who wishes to apply for the position of athlete' rep. must submit a form which will include the name of a proposer with a co-proposer , also the nominee must sign the nomination that he/she accepts the position of athlete's representative.A resume must be included when the nomination is returned to the FCA office.
After June fouth (4th ) a ballot containing the candidate's applications with their resume will be mailed to the voting members. The ballot must be returned before July third (3rd ) 1999. The name of the new Athlete's Rep. will be announced in Edmonton at the AGM during the Canadian Championship, summer 1999.
All nominees or ballots not in conformity to the directives or received after the dates indicated will be rejected.
In order to be nominated or apply for the position of Athlete's Rep. the person must have participated at:
• the Olympics Games, or
• the Pan Am Games or
• A World Target Chanpionship in the past eight (8) years
The task consists of:
• Taking part in all the meetings related to the athlete's rep. position, such as:
• COA Congress,
• Athlete's Can's meeting. (Association of Canadian Athletes)
• Take part in all the HPC meetings
• Every month there is a meeting on ICQ (Internt), to assure the success of the program.
• Attend the annual HPC meeting: establish athlete's criterias, programming and other pertinent subjects.
• The Athlete's may also be called upon to help resolve problems encountered by other athletes.
• Promote the sport of archery in all its aspects.
• Give to the athletes and future athletes all helpful information, and inform them of FCA's mandate and programs.
• It is understood that this position is extended to all categories ans styles of shooters.
At this moment the athlete's rep. position takes easily ten (10) to fifteen (15) hours weekly.

This position is strictly on a volonteer basis and there is no expense account.

Le poste de représentant/e des athlètes est renouvelable à tous les deux ans. Par conséquent les mises en candidatures sont ouvertes à partir de maintenant jusqu'au quatre (4) juin 1999. Le ou la candidat/e doit être membre du programme d'Excellence 2000.
Les personnes désireuses de poser leur candidature doivent faire parvenir un formulaire de mise en candidature incluant un/e proposeur/euse et un/e co-proposeur/euse et ce formulaire doit être dûment signé par l'athlète signifiant qu'il/elle accepte le poste de représentant des athlètes. Un curriculum vitae indiquant une expérience pertinente devra être annexé avec la mise en candidature et être retourne au bureau de la FCA.
Après quoi, un bulletin de vote incluant le curriculum vitae des athlètes qui se présentent à ce poste vous sera expédie par courrier. Vous devrez voter et retourner votre bulletin de vote avant le trois (3) juillet 1999. Après compilation des bulletins de vote le nom du (ou de la) représentant/e des athlètes sera dévoilé à l'Assemblée Générale Annuelle lors du Championnat Canadien à Edmonton été 1999.

• Aussi participer à la réunion de CHP dont le comité se réunie une fois l'an afin d'établir, critères, révision du plan d'action, enfin tous sujets pertinents à la bonne marche et au bon fonctionnement du CHP.
• Le/la représentant/e est appelé/e à apporter des solutions à divers problèmes que les athlètes peuvent rencontrer,
• promouvoir le sport du tir à l'arc sous toutes ses formes,
• transmettre aux athlètes et futurs athlètes toutes informations pouvant les aider à connaître les buts et objectifs de la FCA et ses programmes.
• Il est entendu que ce poste touche toutes les catégories et styles des tireurs à l'arc.
Présentement ce poste prend facilement de dix (10) à quinze (15) heures/semaine.

This is just a reminder that the deadline for the Stacey Levitt Scholarship is May 27. If you know of anyone who wishes to apply please have them send the CAAWS office a letter by next week.
Stacey Levitt Women and Sport Scholarship
The Stacey Levitt Women and Sport Scholarship is in memory of a very special 18 year old women who was struck down by a car while she was jogging on Aug. 30, 1995.
She was a superior athlete, a top student, and loved by many. She participated in sport for the sheer joy of the experience. She loved the camaraderie, the team work, and the competition and she displayed that love in many sports - swimming, scuba diving, tai kwon do, triathlon, gymnastics and jazz. Stacey always strived to be the best she could be, and filled her life with joy and meaning.
This scholarship is open to a young woman, a girls' team, or a sport organization that exemplifies Stacey's ideals and qualities:
* demonstrates a keen interest in sports and a healthy lifestyle
* takes the initiative to make positive things happen
* is highly motivated and enthusiastic
* strives to be the best and doesn't give up trying
This $2500 scholarship is in her memory. It will be shared by five recipients.
High school and university/college-age women are encouraged to apply. Consideration will be given to financial need. There is no application form. Candidates are simply asked to outline how the scholarship will be used for women and sport.
Candidates should apply in writing to CAAWS at 1600 James Naismith Dr., Gloucester, ON, K1B 5N4, e-mail to or fax 613 748-5775. Please state your name, age, phone, fax and e-mail on your application. The scholarship recipients will be announced in ACTION, the CAAWS newsletter and on the website.
In addition to the scholarship, the recipients will be give a copy of "I Am a Rose", a beautiful collection of poetry written by Stacey from a very young age.

9. Invitation 3rd Korean International Archery Tournament/tournois international de Coree
Prize money is being offered this year at this prestigeous event being held from September 10-14, 1999 in Won-Ju. First place is $3000 USD. (Kind of helps with the airfare, doesn't it). No registration fee/pas de frais d'inscription
$17 USD per night accommodation (!)/hebergement, $38 USD with meals (!)/3 repas par jour.
