Bestowal Presentation Ceremony in Cuba
FITA First Vice-President, Mr. Donald M. Lovo is awarded the Cuban "Martires de Barbados" Medal during the Vth World Indoor Target Archery Championships.
The Republic of Cuba, in its Constitution, includes some bylaws dealing with the awarding of medals to celebrities in Cuba and abroad. The most important Distinction awarded by the Sport Authorities in Cuba is the Medal "Martires de Barbados" (Martyrs of Barbados), awarded as a great honour to those who has contributed for so many years to amateur sport in Cuba and the World. This medal has been awarded to only a few personalities in the whole world.
Concerning its significance it must be said that its name was taken in memory of the Cuban Junior Fencing Team and some other persons as well as the crew of the Cubana Airlines plane sabotaged on October 8th, 1976. A bomb exploded inside the plane at 10-15 minutes of its departure from Barbados Airport killing all onboard. The aeroplane was bringing back to Cuba the entire Junior Fencing Team. A proud team who had just won the title of Central American Champions of the Tournament held in that Caribbean country.
This honourable award was commissioned in the year 1979 and since that time until this only a very few have been acknowledged and been honoured by this medal. All of them contributors for most of their lifetime to Sports in and outside Cuba. The number who have received this medal from outside of Cuba can be counted on the fingers of one hand. Also most of the All-time Cuban Champions such as, Teofilo Stevenson, Alberto Juantorena, have also been awarded.
In a very solemn ceremony on the night of March 11, 1999, with many Government officers and dignitaries from Cuba and the World present, the Sport Organisation of Cuba bestowed this great honour on Mr. Donald M. Lovo of Canada, given for his great and unselfish efforts associated with the Vth World Indoor Archery Championships and his previous almost twenty years of assistance to the development of Archery in Cuba. He is revered there as the father of Cuban Archery and has personally contributed most of the technical equipment to the Cuban archery team. Many times also covering travel and living expenses of our team.
Mr. Lovo has contributed to the development of archery judging in Cuba, running several international Judge Seminar in Havana and Santiago de Cuba.

Mr. Lovo has been FITA Technical Delegate to the Central American and Caribbean Games 1982, the Pan American Games in 1991, the Championships of the Americas in 1994 and 1998 and the 1999 World Indoors Archery Championships contributing his expertise to the success of these events.

RE: The Mills Report
The Mills Report "Sport in Canada - Everybody's business" was released by the Standing Committee on Canadian Heritage (Sub-Committee on the Study of Sport in Canada) last December. The full report can be viewed on the Web at . Attached are the 69 recommendations from the report, the vast majority of which deal with strengthening the amateur sport system (these recommendations are also on the above Web site or at
We are writing to ask you to join us in pushing for government support of this report.
Specifically, we would ask that you request a meeting with your federal Member of Parliament while he/she is at home in your constituency, to discuss your member's interest in sport and willingness to support the Mills Report. The recommendations put forth by the Committee offer some very progressive and supportive solutions to advancing sport opportunities for all Canadians. The objective of the meeting with your MP is for him or her to write to the Honourable Sheila Copps, Minister of Canadian Heritage, essentially stating that he/she supports the report as it relates to amateur sport and urges the government of Canada to move quickly in adopting the recommendations.
All political parties participated on this committee and in the development of the report. Regardless of what party your MP represents, we would like him or her to express support for sport and for the Mills Report. Each of the parties expressed support for the recommendations dealing with amateur sport.
Minister of Canadian Heritage Sheila Copps is obligated to put forward a response to the report by early May. We would therefore suggest that meetings be requested as soon as possible. Most MPs will be at home during the Easter parliamentary recess (until April 11), and many also go home each weekend.
To arrange a meeting, phone your MP's constituency office and ask for a 20-30 minute meeting to discuss sport and the Mills Report.
A proposed outline for the meeting with your Member of Parliament is as follows.
1. Introductions
· your position(s) and responsibilities in sport
2. Importance of sport to Canadian society
· give specific examples, from your personal perspective, of sport development in your community
· optional - discuss data supporting the importance of sport(refer to www.coach.ca/mills)
¨ data from the Mills Report
¨ Contribution of Coaching booklet
· discuss/ask for MP's views on the importance of sport
3. The Mills Report:
· ask whether MP is familiar with this report, that most recommendations deal with amateur sport
· discuss the need for the federal government to take a more comprehensive approach to sport
4. Follow-up: ask MP to write a letter to Minister of Canadian Heritage Sheila Copps, with a copy to Dennis Mills, stating that he or she supports sport as an important part of Canadian society and asks the government
take action on the Mills Report.

Plus précisément, nous vous demandons d'adresser une requête pour rencontrer votre député(e) fédéral(e) lorsqu'il ou elle sera dans sa circonscription, afin de discuter son intérêt pour le sport et son empressement à soutenir le rapport Mills. Les recommandations avancées par le comité proposent des solutions progressistes et concrètes pour promouvoir les occasions sportives pour tous les Canadiens et toutes les Canadiennes. Canadian Olympic Congress Addresses the Status of Amateur Sport
Ottawa - Fredericton has gone the extra mile to host this year's Canadian Olympic Congress, April 23-25, 1999.
Sponsored by Canada Life, the Canadian Olympic Congress, held annually in different Canadian cities, provides athletes, coaches, National Sport Organizations and volunteers with important information about the Olympic
Movement.
Hosted by Olympic athlete Nathalie Lambert and former CBC host Susan Turner, the Canadian Olympic Hall of Fame Banquet will be held at the Sheraton Hotel on Saturday, April 24, 1999 and will honour five highly regarded members of Canada's Olympic sport community. Randy Gregg of Edmonton, Alberta (Ice Hockey), Garth Pischke of Winnipeg, Manitoba (Volleyball), Joyce Ann Slipp of Moncton, New Brunswick (Basketball), Ray Kokonnen of Trout Brook, New Brunswick ( Builder) and Dr. Andrew Pipe of Ottawa, Ontario (Builder) have been selected as the 1999 inductees to the Canadian Olympic Hall of Fame. As well, Dr. Robert Barney will be awarded the Olympic Order by the IOC, for his tremendous contributions to international sport.
"These Canadians have made immeasurable contributions to sport and the Olympic movement, both in Canada and internationally," said Carol Anne Letheren, chief executive officer of the COA. "We are honored to recognize and celebrate their accomplishments."
A Congress highlights will be a presentation by Dennis Mills, M.P. and Chair of the "Mills Commission" on the status of sport and the role of the Federal Government.
In addition to participating in the COA's Annual General Meeting, Congress delegates will benefit from a multitude of events, including workshops, presentations, social events and the Hall of Fame Banquet
The COA, a private, not-for-profit corporation, is responsible for all aspects of Canada's involvement in the Olympic Movement, including Canada's participation in the Olympic and Pan American Games. In addition, the COA manages a wide variety of programs that promote the Olympic Movement in Canada through cultural and educational means.

Le congrès olympique canadien traite du statut du sport amateur
Le 7 avril 1999, Ottawa - Fredericton a fait un peu plus en organisant le congrès olympique canadien qui aura lieu cette année du 23 au 25 avril 1999.
Commandité par Canada-Vie, le congrès olympique canadien, qui a lieu à chaque année dans différentes villes canadiennes, fournit aux athlètes, aux entraîneurs, aux organismes nationaux de sport et aux bénévoles de l'information importante sur le Mouvement olympique.
Le banquet du Temple de la renommée olympique canadienne aura lieu à l'hôtel Sheraton, le samedi 24 avril 1999, et sera animé par l'athlète olympique Nathalie Lambert et par Susan Turner, ancienne commentatrice de la CBC. On rendra alors hommage à cinq membres réputés de la collectivité sportive olympique du Canada.
