NAC/CNTA   /  Annoucement from Marthe Cusson:
Since Sylvain Cadieux has not been active in archery for almost one and half year. We saw the need to replace his appointment at the CNMM as athlete's rep. for archery.

This is to inform you that Norbert Murphy is the new athlete's rep. for archery. He is frequently at the center, he is also carded and Norbert has accepted the position, I'd like to congratulate for on his acceptance for this position.

On Monday, November 8, 1999 the community of national sport administrators was invited to hear M. Denis Coderre present his vision and goals for the future of sport in this country.  Although I had met M. Coderrre before at the Mills sub-committee hearings, this was my first opportunity to hear him speak in his new portfolio.

Briefly, his far-ranging speech covered the following topics in very broad strokes.  He emphasized 3 areas:  accountability, leadership and partnership. In government "lingo" accountability means that sports should be given the minimum tools (perhaps money) to assist athletes and coaches, but follow government guidelines.  These guidelines include Sport Canada policies on Harassment, Inclusion, Equity and the newest policy being formulated right now, Bilingualism.

Leadership means he wants to build better relations with NSO's and PSO's. He is going to survey the sport community and looks to change the Amateur Sport and Fitness Act to reflect the input he has received across the country. He wants to review the basic framework of funding (see below) and resolve grievances should sports be unable to do so internally.

Partnership means his cross-Canada tour starting in March 2000.  FCA should mobilize its members to meet with M. Coderre and local MP's during these forum-type meetings.  So far he is expected to meet in:  Fredericton, Sherbrooke, Hamilton, a location somewhere in the Prairies, Victoria/Vancouver, and the far North.  He wants to build ties outside of his daily contacts with Sport Canada.

Funding:  Please keep in mind that this was a political speech, but presented in a positive package.  IF, and it's a big "if", M. Coderre does what he says, there may be a real sport philosophy in this country that recognizes the contributions sport makes to the masses, to better health and to Canadian unity.

However, the most important part of this meeting was the presentation by FCA's former sport consultant, now Director of Sport Programmes for Sport Canada, Mr. Roger Ouellette.  Roger outlined the timelines for implementing the new Sport Funding and Accountability Framework.  This is the government document that keeps Archery out of government funding for this quadrennial.  The next package would be implemented in 2001.  Good news:  Sport Canada has no target number of sports or budget limits in mind to begin the process.  So, I have volunteered to be part of the working group to establish criteria and sport eligibility.  It will be an intensive process, but crucial to FCA.

In summary, I call upon all archery volunteers to get involved with the political process and in particular, make sure our voice is heard when the Secretary comes calling.  I don't know how long we will have M. Coderre, but he is good for sport right now at least.  Let's help him along.

Notre communaute des administateurs sportifs a rejoint le nouveau Secretaire le lundi passe a Ottawa. M. Denis Coderre dit a sa vue de sport en Canada, et ses espoires.  Je le deja ai recontre comme membre du sous-committee parlementaire de Dennis Mills.

Il va faire un tour de Canada le mars prochain.  Donc, il est essentiel que tous nos benevoles seront prets.  Il va visiter Fredericton, Sherbrooke, Hamilton, les Pres, Victoria/Vancouver et Le Nord du Canada.  Il veut ecouter les voix sportifs.  Il a eu l'air positif, mais il n'a pas mentionne l'importance des bourses 100,000$ par annee par sport.  Nous devons travailler ensemble d'ensurer le futur collectif du sport du Canada dans son nouveau philosophy du sport.

Apres sa parole on a ecoute les nouvelles du Sport Canada.  M. Roger Ouellette, notre ancien conseille du Sport Canada a decrit la commencement de Cadre de Financement et de Responsabilite en Matiere de Sport (2001-2005).  Le meme document 1996-2001 est la raison que la FCA ne recevoit aucun dollar federal.  Le nouveau document sera essentiel de notre futur et, pour cette raison, j'ai offert mon service au conseil des criteres d'amissibilite/reconnaissance.  J'espere que le conseil va entendre le point-vue d'un petit sport comme nous.

In Closing
Meetings have really eaten into my time in the office this week.  I just want to let people know that the phone people are trying to fix my voice mail message so that it doesn't say "January 27th" on it.  Really, I do change the message every week.  I'll be in every day next week except Tuesday from 8h00 to 15h30 EST.  See ya!
