President Al Wills, and his wife Mary, will be in Ottawa next week for a very special occasion. Al is receiving a very special military award for his service and ability. Only 3% of the Armed Forces are chosen for this honour in any given year. Congratulations, Al!

MINISTER OF JUSTICE EXTENDS AMNESTY ON UNREGISTERED RESTRICTED FIREARMS
OTTAWA, June 4, 1999 - The Honourable Anne McLellan, Minister of Justice and Attorney General of Canada, has announced an additional six-month amnesty for those who wish to register illegal restricted firearms. The amnesty, which began December 1, 1998, will now extend to November 30, 1999.
The amnesty affects individuals who are in possession of unregistered restricted firearms, such as "forgotten" war trophies. It also affects
businesses newly-registered under the Firearms Act, such as theatres and Royal Canadian Legion Branches.
Firearms in the restricted category include: - non-prohibited handguns; - non-prohibited firearms with a barrel less than 470 mm and capable of
discharging centre-fire ammunition in a semi-automatic manner; - firearms able to be fired when reduced (by folding or telescoping, for example) to a
length of less than 660 mm; - other firearms declared restricted by the regulations.
In order to register, individuals owning a restricted firearm must first be licensed to possess and acquire a restricted firearm, or have a valid
Firearms Acquisition Certificate (FAC). If the owner does not get the proper licence, then he or she cannot qualify to own this class of firearm
and must turn it over to a police officer or firearms officer before the end of the amnesty period.
Businesses newly regulated under the Firearms Act that have unregistered restricted firearms must get the proper firearms business licence and have
the firearms registered. Businesses regulated under the former law may turn in illegal restricted firearms.
All gun owners will have to be licensed to possess and/or acquire any type of firearm by December 31, 2000. Exceptions are if the firearm has been
properly deactivated or if it is an antique under the law.

OTTAWA, le 4 juin 1999 - La ministre de la Justice et procureure générale du Canada, Anne McLellan, a annoncé une prolongation de six mois de la période d'amnistie pour les personnes qui souhaitent enregistrer des armes à feu à autorisation restreinte illégales. La période d'amnistie, qui a débuté le
1er décembre 1998, est donc prolongée jusqu'au 30 novembre 1999.
L'amnistie vise les personnes qui possèdent des armes à feu à autorisation restreinte non enregistrées, comme des trophées de guerre "oubliés". Elle
vise également les entreprises nouvellement enregistrées en vertu de la Loi sur les armes à feu, comme les théâtres et les filiales de la Légion royale
canadienne.
Les armes à feu incluses dans la catégorie des armes à feu à autorisation restreinte sont les suivantes : - armes de poing non prohibées; - armes à
feu non prohibées semi-automatiques à percussion centrale dotées d'un canon de moins de 470 mm; - armes à feu capables de faire feu lorsqu'elles sont
réduites (par repliement ou emboîtement, par exemple) à une longueur de moins de 660 mm; - autres armes à feu déclarées armes à feu à autorisation

Pour s'enregistrer, les personnes possédant une arme à feu à autorisation restreinte doivent d'abord obtenir un permis de possession et se procurer
une arme à feu à autorisation restreinte, ou posséder une Autorisation d'acquisition d'armes à feu (AAAF) valide. Si le propriétaire ne se procure
pas le permis nécessaire, il ne peut pas posséder ce type d'arme à feu et doit la remettre à un policier ou à un préposé aux armes à feu avant la fin
de la période d'amnistie.
Les entreprises nouvellement visées par la Loi sur les armes à feu qui possèdent des armes à feu à autorisation restreinte non enregistrées doivent
obtenir un permis d'entreprise et faire enregistrer leurs armes à feu. Les entreprises régies par l'ancienne loi peuvent remettre aux autorités les
armes à feu à autorisation restreinte illégales.
Tous les propriétaires d'armes à feu doivent obtenir un permis de possession et/ou d'acquisition pour tout type d'arme à feu avant le 31 décembre 2000.
Les seules armes qui pourraient être soustraites à ces règles sont celles qui ont été adéquatement désa ctivées ou qui sont considérées comme des
antiquités en vertu de la Loi.
