Proposed amendment/la revision propose:
Consumption of alcohol is considered to be a doping method. Alcohol should not be consumed before or during competition. If the test of expired air exceeds the equivalent of a blood alcohol concentration of 0.1 promille a second test of expired air will be performed 10 minutes later using a different alcometer. If the second test of expired air still exceeds a reading equivalent to a blood alcohol of 0.1 promille the test will be deemed to be positive. The competitor will be withdrawn from the competition and sanctions applied.
La consommation d'alcool est consideree comme une methode de dopage. L'alcool ne devrait pas etre consomee avant ou pendant les competitions. Si le test de l'expiration de l'air excede l'equivalent d'une concentration d'alcool dans le sang de 0,l pour mille un deuxieme test de l'expiration de l'air sera effectue 10 minutes plus tard en utilisant un nouvel alcoometre. Une concentration d'ethanol dans le sang de (ou equivalent a la concen-tration de l'expiration de l'air) excedant 0,1 pour mille sera jugee positive. Si un competiteur est teste positif a l'alcool avant la fin d'une competition, il sera exclu de la competition et des sanctions pourront etre appliquees.
Juniors and/et Cadets
FITA now added the cadet categories: men and women being 16 years old or under. Both will shoot 70m, 60m, 50m & 30m.

Council has been given the right to make rule changes and accept the IBU/FITA agreement. Le Conseil a recu le droit d'effectuer les changments de regles et accepter l'accord entre IBU et de la FITA.

5. NAC re-opens from Pascal Colmaire (English only)
The National Archery Center will start its 4th year of service to archers and archery coaches on September 7, 1999.
I would like to invite you to visit the FCA website for a complete information, including list of services, results and pictures on YOUR National Archery Center:
The main mission of the NAC is to assist all those who want to progress in archery whether it be in shooting or coaching.
In 1998 the NACs users achieved the following: 21 Canadian Champions; 2 Vice-Champions of the Americas; 6th, 8th, and 10th individual position at World Championships; 2 NAC users team Bronze medallist at the World Junior Championships. The NAC can also help you to improve your performance!
Contact the NAC, and reserve the duration and frequency sessions that you require. Our objective is to help you, we are willing to suit your needs.
If you cannot go to the NAC, invite the NAC to your Province or your club.
If you cannot go to the NAC or host a clinic/camp in your area, subscribe to the weekly NAC training suggestions (starting on October 4, 1999) and/or the NAC articles.
The NAC provides: Exceptional facilities for archery and other sport developments; International caliber expert; Specific archery training tools, such as the computerized "Balancenter"; An elite athlete sport environment; Several individualized services (physiology, psychology, nutrition, ...)
The NAC is not rigidly located in a permanent building or location, but assists archers and coaches everywhere in Canada (Such as Manitoba, where the NAC goes once a month to coach the Provincial Target and 3D Teams).
Nevertheless, the NAC is physically located in Montreal: during the Indoor season - September to April at the Claude Robillard Sport Complex, CRSC; and during the Outdoor season at Pierre Bedard Park. These 2 facilities were used for the 76 Olympic Games, and are accessible every working day and by reservation for weekends.
Memberships are various and flexible. Ask for, or visit the FCA website at: http://www.fca.ca/NACrates.html for current membership rates. You are allowed to buy a package of several days, and use these days at different dates, which is less expensive than buying a one session package several times.
Foreign archers and teams should contact the NAC for specific registration fees.
You can become an NAC member at any time, and for any duration and frequency, between September and June (special requests for the months of July and August will be considered carefully).
For coaches and self-coached archers, the NAC publishes various technical and coaching articles: 33 have already been published. Request the price list (minimal cost) of these articles, or obtain it on the FCAs web site:
Payments and tax deductible donations must be made to the FCA (not the NAC), and sent to the address below.
The NAC is accredited to provide archery specific level 4/5 coaching tasks. Furthermore, scholarships are available (under certain criteria) to these candidates.
As you can see,
the NAC is willing to assist any archer or coach, whatever his/her discipline and type of bow,
you as well !

Just a short note to let you know that at the Ohio State Championships this weekend in Columbus, Rob Rusnov shot a 1312, Shawn Riggs a 1286,
Dave Dalziel a 1280, Hugh MacDonald a 1245, Linda Tripney a 1255 and Malene Johansen a 1227. Rob, Dave and Shawn each shot a COA Olympic
qualifying score in the elimination rounds.
I can't remember the last time that we had so many good scores in one place from Canadians at a shoot outside the country!!

David Dalziel and Shawn Riggs were appointed to the team and will go to this tournament. Malene Johansen has accepted and will go.
I will travel with the team as Team Leader. We leave Canada on Saturday, September 11 and will return on September 26th.
For your information, there was discussion about Malene attending this tournament because she is not a Canadian citizen (she is actually a
Danish citizen). She is a landed immigrant in Canada for the last 5 years and has not been on the team of any other country. Therefore, she
is eligible to be a member of Canadian teams - Except the Olympics and PanAm games where the COA requires her to be a Canadian citizen.

The COA is working with the National Sport Centers across the country to host "one-year countdown to Sydney" events/press conferences on
Wednesday, September 15th. Athletes, COA members and volunteers, media, National Sport Centre staff and supporters are all invited to celebrate
the start of the count-down to Sydney Olympic Games. These 1-1.5 hour celebrations are happening during the day (most start around noon but
not all - call for details) in Victoria, Vancouver, Winnipeg, Toronto, Montreal, Halifax and Fredericton.
