Greetings! Fall is here and I am not looking forward to the cold mornings. I think Canadians feel its their right to have the weather behave just for them personally, and I'm no different. I know, I know. The hunters can't wait until fall is in the air, but I always wanted summer to last until December 24th and then snow like crazy for a month. West coasters will tell you that's how it is out there anyway, but you know how west-coasters are----brag, brag, brag. Anyway, here's this week's edition.

Applying for a Registration Certificate
Starting October 1, 1998, you, as an adult (18 years and over), will have until January 1, 2003 to apply for a Registration Certificate for each non-restricted firearm (most hunting rifles and shotguns) you own on October 1, 1998. You can do this simply by mailing in your application. Your restricted and prohibited firearms should be registered already. If you now own restricted or prohibited firearms, you simply must confirm that the registration information is complete and up-to-date. (Call 1-800-731-4000 for this form). Afterwards, a new certificate will be issued to you free of charge. A Registration Certificate will be issued for each firearm. To apply for a Registration Certificate you will need either a valid Firearms Acquisition Certificate (FAC) or one of the new firearms licences. Your new firearms licence must cover the class of firearm being registered (non-restricted, restricted, prohibited). Your FAC will be valid for all classes of firearms which you register (until it expires). You can apply for a firearms licence and a Registration Certificate at the same time. It will cost a flat fee of $10, in the first year following implementation, to register all the non-restricted firearms you own on October 1, 1998. This fee will rise on a sliding scale up to $18 on July 1, 2001. After October 1, 1998 it will cost $25 to register any newly acquired firearm in your name. You will only have to register your firearm once (unless you modify the firearm so it changes class).
Identifying Firearms
When you register your firearm, you will need to provide information about your firearm on the Registration Application Form. This information includes the firearm make, model, serial number (if there is one), calibre/gauge, barrel length, type, action, number of shots, and manufacturer (if different from make). If the calibre and barrel length of a firearm can be changed, individuals can register more than one calibre and barrel length per firearm. The Registrar, who heads the Canadian Firearms Registry, will compare this information to a Firearms Reference Table (FRT) currently in development. If the firearm information on the application doesn't match the same firearm information in the FRT, or if the firearm is not in the FRT, the Registrar's office will contact you for further information. Once a firearm has been properly identified and classified as non-restricted, restricted, or prohibited, the Registrar will issue a Registration Certificate for your firearm.
