1. The National office/le bureau national
The office will be closed until Monday October 19 at 8:30 am EDT. Nous

About the CFC Bulletin
The Canadian Firearms Centre (CFC) Bulletin explains specific areas of the
Firearms Act and how it affects you. The CFC is the group of federal and
provincial/territorial partners implementing the Firearms Act which will be
phased in starting December 1, 1998.
Placing the Firearms Identification Number If your firearm has no serial
number, or if the serial number, combined with other features of the firearm,
is not sufficient to tell it apart from
all other firearms, you will have to put a Firearms Identification Number (FIN)
on your firearm when you register it. Depending on the circumstances, you
will either attach a special sticker provided by the Registrar or permanently
engrave or stamp the FIN on your firearm (see CFC Bulletin #23 for details).
Either way, you must put the FIN on the frame or receiver of your firearm.
In most cases, the FIN must be visible to the naked eye and easily readable
without having to take apart the firearm. The FIN does not have to be
visible on the frame or receiver if the Registrar agrees that:
1) the manufacturer of that type of firearm usually places the serial number in
a hidden place; 2) the firearm does not have a visible space suitable for
attaching a sticker or engraving; 3) making the FIN visible would greatly
reduce the value of a rare or unusually valuable firearm; or, 4) a licensed
business specially imports any firearm for a short time only. If for
whatever reason your FIN sticker falls off or the number can't be read, you
must let the Registrar know immediately. The Registrar will issue you
another sticker that you must attach to your firearm as soon as possible.
Modifying Firearms
A Registration Certificate will be valid for as long as you own your firearm
unless you modify your firearm one of two ways. If you modify your
registered firearm in a way that changes the class of the firearm
(non-restricted, restricted, prohibited), you must notify the Registrar within
30 days of the change. If your firearm is registered as a frame or
receiver only, and you modify the frame or receiver so that it can fire
ammunition, again you must notify the Registrar within 30 days. A new
Registration Certificate will cost $12.50.

Fixation du numéro d'enregistrement d'arme à feu Si votre arme à feu n'a pas de numéro de série, ou si le numéro de série combiné aux autres caractéristiques de l'arme à feu ne permet pas de la distinguer des autres armes à feu, vous devrez y apposer le numéro d'enregis-trement d'arme à feu (NEAF) lorsque vous la ferez enregistrer. Selon les circonstances, vous devrez soit apposer une étiquette spéciale fournie par le directeur de l'enregistrement des armes à feu soit graver ou estamper le NEAF sur votre arme à feu (pour plus d'information, voir le Bulletin du CCAF no 23). D'une façon ou d'une autre, vous devrez mettre le NEAF sur la carcasse ou la boîte de culasse de votre arme à feu. Dans la plupart des cas, le NEAF doit être visible à l'oeil nu et facilement lisible sans démonter l'arme à feu. Par contre, il n'est pas nécessaire que le NEAF soit visible sur la carcasse ou la boîte de culasse si le directeur est d'avis : 1) que le fabricant de ce type d'armes à feu met habituellement le numéro de série de façon à le dissimuler; 2) qu'il n'y a pas suffisamment d'espace visible pour y apposer l'étiquette ou y graver le NEAF; 3) que si le NEAF était visible, la valeur d'une arme à feu, par ailleurs rare ou d'une grande valeur, serait considérablement diminuée; ou 4) qu'il s'agit d'une arme à feu importée de façon spéciale et temporaire par une entreprise titulaire d'un permis d'armes à feu. Si, pour une raison ou une autre, l'étiquette de votre NEAF se détache ou que le NEAF n'est plus lisible, vous devez en informer sans délai le directeur de'en-registrement des armes à feu. Ce dernier vous délivrera une autre étiquette que vous apposerez dès que possible.
Modification des armes à feu
Votre certificat d'enregistrement sera valide tant et aussi longtemps que vous
gardez votre arme à feu à moins que vous y apportez l'une des deux
modifications qui suivent. Si vous modifiez votre arme à feu enregistrée de
façon à en changer la classe (c.-à-d., arme à feu sans restrictions,
prohibée ou à autorisation restreinte), vous devez informer dans les 30 jours
suivant la modification le directeur de l'enregistrement. Si votre arme à feu
est enregistrée en tant que carcasse ou boîte de culasse, et que vous la
modifiez de façon qu'elle puisse tirer des munitions, vous devez, encore une
fois, informer dans les 30 jours suivant la modification le directeur de
