1. Les Jeux Olympiques/Olympic Games in 2000

The Sdyney Olympics are a long way off, but the organizing committee is sharing developments with us. The New South Wales committee is spending $3 million dollars to build the archery complex on 6.5 hectares of land within sight of the main stadium. Yes! Archery will not be out in the boonies! We will be adjacent to the other events, within walking distance. They are stressing environmental issues and to date have planted 2,200 casuarina saplings and 300,000 grass seedlings to surround the site with lush vegetation. It will have temporary seating for 4,000. And just to let you know that Archery is HIGHLY visible in these Games, I was able to view an update video the other night on the progress and the archery venue was shown and discussed in detail before many other sports were mentioned. It is a great change. Archery is happy to be back in a country which values our Olympic sport.

FCA has got some funding to assist some level 4 coach candidates in their certification process. I have already informed you of the possible funding to attend the '98 National Coaching Seminar (for which I still have received no application); at this seminar you can attend some generic tasks.

Today I have the pleasure to inform/recall you that there is also some funding for assisting at least one level 4 coach candidate to some Archery Specific task(s) at YOUR National Archery Center. Pending the number of candidates, we can assist the "apprentice coach(es)" * with up to $2,000 for travel, meals and accommodation expenses.

Registration deadline: October 4, 1998. After this date, first register, first served.

Criteria (in case of to many applicants): Priority to the candidates the most advanced in their level 4 coaching certification. Information and registration: NAC

Je vous ai déjà informé de la possibilité de subvention pour participer au Séminaire National des Entraîneurs (pour lequel je n'ai encore reçu aucune demande); à ce séminaire vous pouvez y passer des modules généraux.

Aujourd'hui j'ai le plaisir de vous informer/rappeler qu'il existe aussi des aides pour au moins un entraîneur(e) à passer quelques modules techniques (spécifiques au tir à l'arc) au sein de VOTRE Centre National de Tir à l'Arc.

3. FIREARMS ACT TO BE IMPLEMENTED ON DECEMBER 1, 1998

Ottawa, Sept. 21, 1998 The Honorable Anne McLellan, Minister of Justice and Attorney General of Canada, today announced that the implementation of the new Firearms Act will occur on December 1, 1998.

" I have just received representation from the law enforcement community, particularly in Ontario, asking for additional time. It is critical that we ensure a high level of public safety from the first day. The extra sixty days will ensure that vital police data is completely loaded on the system, and will also allow more time for additional training of the Chief Firearms Officers' staff at provincial sites," said the Minister. " I believe that the 2 month adjustment will assist all of our partners to be better prepared for a successful launch on December 1, " she added.

The delivery of the firearms control program is a complex initiative that involves the federal government, provincial governments and law enforcement authorities. The Government of Canada and participating provincial governments have been working towards implementation on October 1 as previously announced. The system is ready to go, but additional time will ensure that the enhanced level of public safety- the key objective of the Firearms Act - is achieved consistently across the country.

The implementation plan will now take shape in the following manner:

-The Federal Government's automated system for licensing and registration will be deployed in the field as originally planned on October 1, to facilitate additional training of federal and provincial personnel. -Training programs for police officers, Justices of the Peace and Crown Attorneys will continue through the fall. -Forms will be available in postal outlets across the country on October 1, which will allow for submission of licensing and registration applications. -The toll free call centre - 1-800-731-4000 - will continue to be available for general information and assistance in filling out forms. -As of December 1, 1998, the applications already submitted will be processed. The fee schedule for registration and licensing will continue to offer the low rate of $10 for registration of all firearms currently owned and $10 for a possession licence for a full year - until December 1, 1999.

The Firearms Act calls for the licensing of all gun owners by January 1, 2001 and the registration of all guns by January 1, 2003. Until December 1, 1998, the current FAC system will remain in place, as well as the role of police forces in administering the current law.

LA LOI SUR LES ARMES À FEU SERA MISE EN APPLICATION LE 1er

Ottawa, le 21 septembre 1998 - La ministre de la justice et procureure générale du Canada, Anne McLellan, a annoncé aujourd'hui que la nouvelle Loi sur les armes à feu sera mise en application à compter du 1er décembre 1998. "Des représentants des forces policières et judiciaires, en particulier ceux de l'Ontario, ont demandé que je leur accorde plus de temps pour la mise en oeuvre du programme. Comme il est vital que nous puissions assurer un haut niveau de sécurité publique depuis le début, ces soixante jours additionnels permettront de télécharger en entier les données policières vitales dans le système. De plus, ils accorderont un temps de formation plus long pour le personnel des Contrôleurs des armes à feu au niveau provincial," a déclaré la ministre. "Je crois qu'une période d'ajustement de deux mois aidera tous nos partenaires, à être tout à fait prêts pour le lancement le 1er décembre prochain,"a-t-elle ajouté. La mise en oeuvre du programme de contrôle des armes à feu est fort complexe et relève, en plus du gouvernement fédéral, des gouvernements provinciaux et des autorités policières et judiciaires chargées de l'application de la loi. Le gouvernement du Canada et les gouvernements provinciaux participants se sont affairés à la mise en oeuvre du programme pour le 1er octobre, tel qu'il avait déjà été annoncé. Le système est prêt à démarrer, mais une période additionnelle assurera qu'un plus haut niveau de sécurité publique - l'objectif principal de la Loi sur les armes à feu - sera atteint de façon uniforme d'un bout à l'autre du pays. Le plan de mise en oeuvre se déroulera de la manière suivante: -Le système automatisé du gouvernement fédéral pour la délivrance des permis et de l'enregistrement sera mis en vigueur à l'échelle locale le 1er octobre prochain, comme prévu, pour faciliter la formation additionnelle du personnel fédéral et provincial. -Les programmes de formation à l'intention des policiers, des juges de paix et des procureurs de la Couronne s'étendront tout au long de l'automne. -Des formulaires seront disponibles dans les bureaux de poste partout au pays, dès le 1er octobre, pour faciliter les demandes de permis et d'enregistrement. -Le centre d'appel sans frais - 1-800-731-4000 - donnera des renseignements d'ordre général et aidera les gens à remplir leurs formulaires. -Les formulaires déjà soumis seront traités à partir du 1er décembre 1998. Les frais d'enregistrement et de délivrance de permis demeureront au très bas taux de 10 $ pour l'enregistrement de toutes les armes à feu déjà en possession des propriétaires et de 10 $ pour un permis de possession pour une année complète et ce, jusqu'au 1er décembre 1999.

La Loi sur les armes à feu exige que tous les propriétaires d'armes à feu obtiennent un permis d'ici le 1er janvier 2001 et procèdent à l'enregistrement de toutes les armes à feu au plus tard le 1er janvier 2003. Le système actuel d'autorisation d'acquisition d'armes à feu (AAAF) demeurera en vigueur jusqu'au 1er décembre 1998, ainsi que le rôle exercé par les policiers dans la mise en application de la présente loi. 4. News from the Northwest Territories/les nouvelles des Territoires de Nord-Ouest

Greg Loftus is the very active president of the Arctic Archers Association and has been trying to get territorial approval of the sport organization. He has several clubs affiliated with AAA and is currently working on securing an army base hangar for indoor facilities. He was a little disappointed that many of his regular members went fishing or skateboarding, but we all can relate to that. With any luck, Greg's club will be running a Canbow programme this October. Good luck and let the rest of Canada know how you are doing in Yellowknife.
